摘要摘要随着国际竞争的加剧，自主创新能力越来越决定着一国的综合竞争力。科技 成果转化效果在一定程度上体现了科技投入的效益，对经济、社会的发展起着重 要的推动作用。但由于各方面原因，我国各区域科技成果转化效果存在很大的差 异性。本文采用经典 DEA 模型和算法，对我国 30 个省市的科技成果转化效果进 行综合评价，探寻各区域科技成果转化效果差异的原因，为进一步缩小各区域差 距提供参考性的政策建议。首先，本文从理论上阐释了科技成果转化的过程、模式和途径，解析了科技 成果转化的特征、流程和影响因素，为DEA模型的构建和相应指标体系的建立提 供依据；在此基础上，通过比较分析科技成果转化效果评价的一般方法，建立了 科技成果转化效果评价的全过程模型，即DEA模型；紧接着结合科技成果转化的 特征、阶段过程和影响因素等选取相应的评价指标，构建了基于DEA模型的科技 成果转化效果评价的指标体系；最后，本文结合我国30个省、市的科技成果转化 数据，对所构建的模型和指标体系进行了实证分析；并结合相应的实证结果分析、 解释了我国各区域科技成果转化效果差异的原因以及存在的问题，给出了进一步 提升我国科技成果转化效果的对策建议。一方面，本文在评价指标体系的构建过 程中，综合考虑了人力、财力等输入指标，以及经济效益、社会效益和生态效益 的输出指标，凸显了科技成果转化的特征和当前大的国际背景，具有很强的指导 意义；另一方面，本文运用数据包络分析方法定量地分析了全国30个省市的八大 经济区域科技成果转化效果情况，分别评测出了各省的平均综合评价值，具有很 强的应用价值，为进一步提升我国科技成果转化效率，促进经济快速、平稳发展 提供了强有力的理论支撑。通过研究本文发现，我国科技成果转化效果的整体水平不高，存在很大的地 区差异。沿海省、市科技成果转化效果明显好于内陆省、市。我国各区域科技成 果转化的关键问题是投入、产出的不平衡。因此，需要不断加强科研机构的内部 激励机制，提升科技人员的积极性；不断完善科技成果转化的相关机制和中介服 务机构等，以进一步平衡科技成果转化的投入与产出，提升我国科技成果转化的 整体效率。关键词：科技成果， DEA ，科技成果转化AbstractAbstractWith the aggravation of international competition, more and more independent innovation ability determines comprehensive national strength. Technological achievements into effect in some extent reflects the benefits of science and technology inputs, on the other hand they play an important role to promoting economic and social development. However, as a result of various reasons, there have big differences in our results of the regional scientific and technological achievements.
