ABSTRACTCPCeighteenreportputforwardtoadheretoanewroadofurbanizationwithChinesecharacteristics.After30yearsofreformandopening,mostpeoplehaveinitiallysolvedtheproblemoffoodandclothing,oursocialstructurebegantodevelopfromasubsistencesocietytointoanewstageofsocialdevelopment.Thisarticleisbasedonthenewruralconstructioninthecontextofruralpublicservicefacilitiesaroundthelayoutissues,itspurposeistooptimizethelayoutofruralsettlements,improvethequalityofruralpublicservicefacilitiesserviceinordertopromotethesustainableuseoflandresourcesandkeeptheruraleconomyhealthy.Firstly,thearticleputforwardsquestion,andintroducepublicservicefacilitiesfordomesticandinternationalcomparativeanalysis.Theformermainlyanalyzesandsummarizestheresearchbackground,purposeandsignificanceofexposition,definitionofconceptsandresearchobjectdefinition,maincontentandresearchframework;thelatterismainlyonruralpublicservicefacilitiesconfigurationandruralsettlementsintensivetheoreticalresearchrelatedtothepracticeofruraldevelopmentathomeandabroadanalyzedandsummarized.ThispaperintroducestheChangxingCountyruralbasicpublicserviceresearchworkincludinggeographicallocation,naturalresourcesandsocio-economicprofilesandoverviewoflandusearedescribed,focusingontheruralpublicservicefacilities,anditsevaluation.Thispartoftheresearchresultsisanimportantpracticalresponse.Bassedontheoryandpracticeofconductingresearch,thearticlesummarizesresearchandpracticeinthedomesticconstructionandruralresidentialintensificationinZhejiangVillagebuilding.Consideringcomprehensiveanalysisofruralresidentialstatus,urbanizationandindustrytrendsaswellasthehostplanningrequirements,thearticlediscussesthenecessityofintensificationChangxing.OnthepremiseofChangxingsettlementsinintensiveadjustment,thearticlefocusonoptimalallocationofpublicservicefacilitiesandsummarizerelevantoptimalallocationadjustmentmode,andalsomakepolicyrecommendationsforsustainabledevelopmentforbasicpublicfacilities.4Keywords：BasicPublicFacilities，intensive，ruralresidential，newruralcons
