摘要摘要企业绩效管理是一项跨行业、功能互为交互的应用，主要针对一致的、可识 别的关键绩效指标，对业务绩效进行衡量和分析，以支持业务绩效的管理。随着 企业的不断发展，国内外专家已开展企业绩效管理理论、方法与实际应用的研究。本文简要介绍了山西省晋中市烟草专卖局（公司）在全面实施绩效管理过程 中存在的问题，研究晋中市烟草专卖局（公司）绩效管理系统的目的和意义，对 烟草绩效管理的国内外发展进行了详细的阐述。本文侧重对比较完善的绩效评价 理论进行了详尽的介绍，具体阐述了绩效评价的含义、作用、方法和基本要素， 尤其对烟草绩效体系进行了深入的剖析。本文在此基础上，提出了以晋中市烟草专卖局（公司）的绩效评价体系为指 导而设计的绩效管理系统，并对该系统进行了可行性分析、方案论证。利用该方 案开发了一个基于C#技术的建模技术以及结合SQL Server 2000数据库的晋中市烟 草专卖局（公司）的绩效管理软件。在现有晋中市烟草专卖局（公司）的管理方 法下，降低了企业的管理成本、增加了企业的收益、完善了企业的管理，实现了 该系统在实际企业管理中的应用。关键词：软件工程，C#，SQL Server 2000，Microsoft studio 2005IABSTRACTABSTRACTThe Business Performance Management is application of cross-pectoral and functional mutually interactive, mainly for the recognition of the agreement, key performance indicators to measure and analysis on business performance, to support business performance management.
