摘要目前，生态环境保护和经济发展模式之间的矛盾吸引了全世界的观注，如何协调好经济发展和环境保护步伐，是全球任何一个国家都面临的难题。党的十七大报告就把资源节约与环境保护提高到了十分重要的战略位置，十八大正式把生态文明建设列入了五位一体中的一体，充分说明了国家对于环境保护工作的重视程度。晋江市可以作为我国县域经济发展的代表，经济实力位居全国第五，连续19年占据福建省第一的位置。经济保持长期快速发展的同时，面临的环境问题也越来越突出。因此研究晋江经济转型发展与环境保护的协调发展也就具有一定的现实意义。本文依据经济转型发展与环境保护的环境库兹涅茨曲线理论和循环经济理论来研究晋江在经济转型发展中环境保护所面临的挑战和机遇。通过了解晋江的经济现状及能源消耗和污染物的排放现状，分析了其在经济转型中环境保护方面所遭遇的困局及原因，得出改善晋江的环境污染现状，必须从着眼大局，将环境保护纳入经济转型的总体目标体系；统筹兼顾，将经济转型视为环境保护的重要战略步骤；技术创新，为经济转型升级提高环境保护技术支撑；加强宣传，推进经济转型中生态文明建设的公众参与；增大投入，为经济转型与生态文明建设奠定物质基础等五个方面的环境保护对策来确保晋江的环境保护及经济的发展。晋江的经济转型发展不仅要从环境方面着手，还要从晋江的产业结构着手，也就是说产业结构的调整和环境保护政策要双管齐下，才能将晋江环境的改善引向正确方向。也就是要解决晋江环境保护与经济发展的矛盾，就是要走循环经济的可持续发展战略模式。关键词：经济转型环境保护地方政府AbstractEconomicandenvironmentalissueshavebecomethefocalpointofinternationalcommunitynowadays.Protectingtheenvironmentandachievingthebalancebetweeneconomicandenvironmentaldevelopmenthavebecomeadifficultwhileurgenttask,whichwasmovedtocriticalstrategicpositioninthereportfrom17thNationalCongressoftheCommunistPartyofChina.The18thNCCPmadeecologicaldevelopmentoneofthefive-in-one,whichindicatesChinaputsgreatimportancetoit.Jinjianghasshowedrapideconomicdevelopmentrecently,holdingNo.5ineconomicalcompetitivenessoutofthetop100andNo.1incomprehensiveeconomicstrengthinFujianProvince.Butwiththisrapiddevelopment,comestheseriouspollutionissue.That’swhyitmakespracticalsensetostudythecoordinateddevelopmentofeconomictransformationandenvironmentalprotection.Thisarticlecarriesoutresearchaboutthechallengesandopportunitieswithenvironmentalprotectionduringtheeconomictransformation,basedontheoriesofKuznetscurveandrepeatableeconomicgrowth.Throughunderstandingthecurrenteconomicstate,energyconsumptionandpollutionrate,itdivesintothehardproblemsandreasons,andconcludesthatinordertoimprovethesituationofthepollution,onemustfocusonthebigpicture,makeenvironmentalprotectiononeofthegoalsofeconomictransformation;Planitthrough,makeeconomictransformationthestrategicstepofenvironmentalprotection;Technologyinnovation,tosupportbotheconomictransformationandenvironme
