AbstractThescientificconceptofdevelopmentisthelatestofsinicizationofmarxismtheoreticalachievements,itistoadvanceourcountryseconomicandsocialdevelopmentoftheimportantguidelinesanddevelopsocialismwithChinesecharacteristicsandcarryoutmajormustadheretothethought.ThepetitionsinChinaistogiveapersondoideologicalworkmaintain,tosolvetheproblemPeoplecareaboutmost,itisasocialstabilityandeconomicsteadydevelopmentofthestabilizer,istorealizetheconstructionofsocialismwithChinesecharacteristicsoftheimportantguarantee.Thenewphase,thepetitionstherearesomenewproblems,forexample,thecollectivenumberoflettersthatincrease,Thepetitionstothepetitionsdepartmentassessmentstandardslackofscientific,Thepetitionscadresworkingmethodissimple,qualityneedstoimprove,acomplainantlawconsciousness.Investigateit’sreasontherearesomany,buttherootcauseisnotimplementthescientificoutlookondevelopment.Therefore,mustusethescientificconceptofdevelopmenttoguidancethepetitions.Mustadheretothedevelopmentasthecenter,promotethepetitionscontinuouslyimproved;Toadheretothepeople-oriented,fromthepetitionsandappealforboththeirdeparture,workersdothepetitions;Adheretotheprincipleofthecomprehensive,coordinatedandsustainable,strengthenthepetitionsdepartmentauthority,strengthensupervisionandcoordinationeffortspetitionsdepartment.Perfectcadresofoldandnewalternatepetitionsmechanism,andpromotingthesustainabledevelopmentofthepetitions;Withoverallconsiderationasthebasicmethod,resolvetothepetitionsandcommonproblemshotissues,emergencytreatmentandbeforehandcontrol,judicialworkandthepetitions,governmentmanagementandpublicparticipationinthesekindsofrelationships.Keywords:Thescientificconceptofdevelopment;petitionswork;problems;reasons;methods目录第1章绪论·······················································································11.1选题背景和意义···········································································11.2国内外研究现状···········································································21.3研究的主要方法和内容·····················
