摘要近年来，随着用工模式的改革深化，加强对成本的有效控制以及配备灵活的员工流动队伍日益成为企业取得竞争优势的关键，劳务派遣这种具有柔性特征的新型人力资源配置方式应运而生。它不但可以满足企业降低用工成本的需求，而且具有灵活性，可以为企业创造极大的利润空间，因此，近年来颇受企业的青睐，并得到迅速发展。本文正是选择以劳务派遣形式就业的保洁员群体作为主要调查对象，对他们的医疗保险现状进行调研分析，在调查中发现，劳务派遣员工的劳动状况不容乐观，超时工作、缺乏劳动保障、意外伤害得不到救济等问题大量存在，文化水平的局限性使他们很少能想到通过媒体来反映自己所遭遇的不幸，法律的缺失更使他们对维权丧失信心。因此，本文在国外医疗保险制度研究的基础上，总结了我国劳务派遣员工在享受医疗保险待遇方面存在的问题，并提出完善制度的相关理念，对完善该制度的具体政策进行深层次的思考，为本文的分析研究以及未来研究者的理论研究都有一定的现实指导意义。关键字：劳务派遣流动性医疗保险AbstractInrecentyears,withdeepeningofthereformoftheemploymentpattern,Strengthenedtheeffectivecontrolonthecostandequippedwithflexibleandmobileemployeeteamsareincreasinglybecomingthekeytogaincompetitiveadvantage.TheDispatchwhichisanewallocationofhumanresourceswiththeflexibilitycomesintobeing.Notonlydoesitmeetstheneedofreducingthelaborcost,butitisalsoflexible,whichcancreateagreatdealofprofitfortheenterprise,soinrecentyears,itispopularedamongtheenterprisesandgetrapidgrowth..Thispaperisselectsthecleanerasthesubjectofthesurvey,researchingtheirhealthinsurance.Accordingtothesurvey,therealityshowsthatthesituationofworkersisnotoptimistic,whichpresentsalotofissues,suchasovertimework,lackingoflaborprotectionandreliefaboutaccidentalinjury;Thelimitationofculturallevelmakesthemrarelythinkthroughthemediatoreflecttheirownmisfortune,theabsenceoflawenablesthemtolosethefaithintherighttoprotectthemselves.Sothispapercombinedwiththeforeignmedicalinsurancesystem,SummaryingtheproblemofinsurancesystemoftheDispatchinChina.Proposingtheconceptforimprovingthepolicyandmakingadeepthoughtaboutthespecificrecommends,whichishelpfulintheresearchofthisarticleaswellasthetheoreticalstudyinthefuture.Keywords:thedispatchmobilitymedicalinsurance目录1绪论................................................................................................................................................11.1选题背景.................................................................................................................................11.1.1劳务派遣行业的发展...................................................
