摘要本研究是一项关于老年人长期照护问题的实地调查研究，试图分析当前老年人长期照护所面临的问题，并探讨在借鉴发达国家和地区的经验基础之上，如何立足国情，向老年人提供制度保障，向家庭提供照护支持。基于当前我国人口老龄化和经济社会结构变迁背景，选取厦门市为个案研究，并以照护接受者和照护供给者为研究视角，在前期实地调研的基础之上，本文首先从婚姻状况、居住状况、社会保障状况、健康状况和照护资源状况几方面对厦门市老年人长期照护现状进行描述。然后根据老年人的生活现状和照护供给者的个体深度访谈资料总结出照护接受者和照护供给者对于老年人长期照护的需求，及其在获得照护支持保障方面所面临的问题，发达国家和地区又是如何化解。最后，根据厦门市老年人长期照护面临的问题，从老年人长期照护政策及具体措施方面提出一些针对性建议。研究发现，多数失能半失能老人的主要长期照护方式是传统家庭式照料。然而由于家庭成员承受着巨大的工作与生活双重压力，对于能提供优质的老年人长期照护服务越来越显得力不从心，而老人因未能得到家庭的精心照护和社会的有效照护支持，不仅身体长期遭受疾病折磨，而且日益对生活乐趣丧失期待。发达国家和地区的实践表明，老年人长期照护问题已经不是单纯的个人和家庭的问题，而是一个全社会要面临的公共问题。换言之，对于我国现存的老年人长期照护问题，应积极倡导通过社会共担互济的方式来化解老年人长期照护风险。政府、市场、民间组织等正式照护主体应共同出力，尤其是政府应增强法治思维和老龄意识，转变角色，关注失能老人的特殊需求，积极作为，向老人提供制度保障，向家庭提供照护支持，以此回应老人及其家庭甚至社会对老年人长期照护服务事业的期盼。关键词：老年人长期照护；制度保障；福利多元主义IAbstractThisstudyisafieldresearchoftheelderlylong-termcare,tryingtoanalyzetheproblemsoftheelderlylong-termcare,andtoexploreonthebasisofusingtheexperienceofdevelopedcountriesandregionsforreference,howtobaseonthenationalconditions,toprovidethesystemguaranteetotheagedandtoprovidecaresupporttofamilies.Basedonthebackgroundofourcountrysagingprocessandeconomicandsocialstructuralchanges，takingXiamencityasacasestudy,andfocusesontheangleofcarerecipientsandcareproviders.Basedonthepreviousresearch,firstly,thearticledescribesthecurrentsituationoftheelderlylong-termcarefromtheaspectsofmaritalstatus,livingconditions,socialsecurity,healthstatus,careresources.Thenaccordingtothelivingsituationoftheelderlyandcareprovidersindividualdepthinterviewdatasummarizetheelderlylong-termcareneedsofthecarerecipientsandcareproviders,thecaresupportissues,andsolutionsofdevelopedcountriesandareas.Finally,accordingtotheelderlylong-termcareproblemsinXiamencity,raisingcorrespondingsuggestionsfromtwoaspectsoftheelderlylong-termcarepolicyandspecificmeasures.Thestudyfoundthatthemainlylong-termcaremodeofmajorityofdisabled,semidisabledelderlyisthetraditionalfamilycare.However,duetofamilymembersunderdoublepressureofworkandlife,cannolongerkeepprovidinghighqualityoflongtermcareservicesfortheelder
