Abstract“Dismantlingoneship,pollutingabeach”istheshipbreakingindustryalwaysfacedproblemsinitsdevelopmentprocess.Afterlong-termoperation,mostshipscontainalargenumberofhazardousmaterialthatthreattheenvironmentandhumanhealth.Soifwedon’thandledproperly,itwilleasilycauseseriouspollutionincident,bingingpollutionanddamagetothemarine,terrestrial,atmosphere,biological,evenendangerthehumanhealthdirectlyorindirectly.Becauseofthisseverepollutionisnotlimitedtoitsareasofship-breakingcountries,itwillgraduallyspreadtotheworld,threattheothercountryandtheworldsenvironment.Therefore,acountrythatintendstodeveloptheshipbreakingindustry,itshouldhaveasetofsoundshiprecyclingpollutionpreventionregulationsthatisessential.Althoughtheshipbreakingcountriesmakethecountrysrelevantlawsandregulationspositivelyinpractice,butbecauseofexisteddifferentstandardsinnationallegislationandlackinternationaluniformstandardsofshiprecyclingpollutionprevention,resultingthephenomenonofpursuittheeconomicinterestblindlyanddespitetheenvironmentalprotectionisstillexisted.Therefore,strengtheningtheinternationallegislationandestablishingtheuniformstandardsoftheshiprecyclingpollutionpreventionareimportanttosolvingproblemoftheshiprecyclingpollution.ThereleasingoftheHongKongInternationalConventionforthesafeandEnvironmentallySoundRecyclingofShips2009,makinganinternationaluniformstandardsforsafe,pro-environment,healthyrecyclingofships,isthenewdevelopmentoftheinternationallegislation.Toreduceoreliminatethedamagetothehumanhealth,safetyandenvironmentintheshipbreakingprocedureaftertheshipretired,theConventionputforwardhigherrequirementsforships,shiprecyclingfacilityandreports,forexample,eachshipshallhaveonboardaninventoryofhazardousmaterialsthatlistedtheusedhazardousmaterialswhenitwasconstruction,shallbesubjecttotheinitialsurvey,renewalsurvey,additionalsurveyandfinalsurvey,thesurveystaffmustverifiedtheinventoryisaccordancewiththerequirementsofthisConvention,tominimizethedamagetoworkersandenvironment;theshiprecyclingfacilityshal
