They were mainly consisted of three major components. First is the theory of citizen’s rights. Second is the theory of the equality of information. Third is the theory of the public library system. Concretely speaking , The theory leader of this research is the basic theory of library science which were widely accepted by society. There were the theory of professor Hanjizhang who emphasis the spirits of public library and the public spirits of library, the theory of professor Fanbingsi who indicate that the library is not only a mechanism but also a system and the theory of professor Jiangyongfu who deem that the public library is a system to protecting people ‘s rights of knowledge.
