摘 要近年来，循环经济和清洁生产理念的提出引起了人们对传统生产模式的深刻反思， 同时也给传统的环境污染治理方式带来了巨大的冲击。如何在可持续发展的前提下发展 工业生产促进社会经济的发展己经成为政府、企业、学术界关注的焦点和热点问题。煤炭工业是我国重要的基础产业，煤炭作为一种战略能源，在我国一次能源生产和 消费构成中占 2/3 以上。由于煤炭资源的丰富性，使其在未来相当长的时期内，以煤为 主的能源供应格局不会改变。然而煤炭工业存在的高消耗、高污染和资源约束等问题， 严重的制约了我国煤炭资源的开发和利用，也使得正处于经济发展关键时期的中国社会 面临严重挑战。为了改变这一令人担忧的形势，从根本上解决煤矿发展过程中所带来的 环境问题，就必须实现污染物的零排放和废物的循环与综合利用。这符合国家发展循环 经济，实现经济可持续发展的导向，是当前我国实现“十二五”节能减排目标的手段和 方法。而煤矿要实现污染物的零排放和循环利用，就必须要以清洁生产为主要生产手段 。 清洁生产作为实现循环经济的一种全新的生产模式，是企业实现经济效益和环境保护双 赢的可行办法，是发展循环经济的基础和切入点，是实现可持续发展战略的有效途径。 因此，推行煤矿清洁生产，使我国煤矿走可持续发展的道路，已经成为各个煤矿生产企 业的共识。本文遵循所谓“物有未来，事有终始”，“善始而后无忧”的思想原则，从治头治本 开始，根本上改变以前的“大量开采，大量消耗，大量废弃，大量污染和先污染而后治 理”的传统开发模式，代之以“减量化、再利用、资源化”为原则，以低消耗、低排放 、 高效率循环经济发展的相关要求与清洁生产机制有机地结合起来进行研究，依据我国清 洁生产的相关标准和国家相关文件，结合我国煤矿实施清洁生产的现状和鲍店煤矿清洁 生产的现状，建立了鲍店煤矿清洁生产评价指标体系和评价模型，对鲍店煤矿的清洁生 产实施效果进行评价。同时以评价结果为基础，从工业，农业，服务业，企业管理软环 境和技术创新、技术支撑体系五个方面提出了鲍店煤矿完善清洁生产的对策建议。以期 能够提出对我国煤矿的发展具有借鉴性意义的对策建议。关键词：循环经济；清洁生产；煤炭企业；清洁生产评价AbstractIn recent years, the release of the recycling economy and clea ner product ion policy, caused people rethinking the traditiona l product ion patterns, mea nwhile impact ing on the traditiona l environmental gover na nce.
