为此，笔者通过农村多元纠纷解决机制中乡镇政府参与问题进行分析研究，希望能对我国构建社会主义和谐社会新农村提出一些参考意见。关键词：多元纠纷解决机制；乡镇政府参与；正当性分析；对策与建议AbstractTownshipgovernmentinvolvementinRuralIntegratedDispute-SettlingMechanismreferstoapatternwhichcanhaveaneffectondefusingthemajordisputeandproperlypreventingdisputesbytownshipgovernmentsparticipatingintothedisputeresolutionthroughfunctionaldepartmentorgovernment-leadmediationandthusshuntingthedisputesinruraldistrictonthebackgroundofbuildinganewsocialistcountryside.CurrentlythestudyonthelegitimacyofthetownshipgovernmentinvolvementinRuralIntegratedDispute-SettlingMechanismisinconclusiveandrelativelylessintheacademiccircle.Authortriedtostartthestudyfromthetownshipgovernmentinvolvementinruralintegrateddispute-settlingmechanism,andresearchthelegitimacyoftheinvolvement,analyzedthemainproblemsinthecurrentpractice,thenfoundawaytoimprovethetownshipgovernmentinvolvementintheruralintegrateddispute-settingfurther,andmaketheinvolvementplayingitsrolefurther.Thefirstsectionpresentstheruralintegrateddispute-settlingandtownshipgovernmentinvolvement.TheRuralintegrateddispute-settlingmechanismisindependentandlocalisminapplicationofrules,itneedssomespecialconditions,andrequirestoestablishingateamwithhighcomprehensivequalitylearningaboutthepsychologyofthelocalpeople,itrequiresacombinationofphysicalgeography,humangeography,regionaleconomicfactorstoresolvethedisputes,italsoshouldpayattentiontothecombinationofnationallawandnongovernmentallawintheuseoftheRuralintegrateddispute-settling.ThesecondsectionanalyzesthelegitimacyofTownshipgovernmentinvolvementintheruralintegrateddispute-settlingmechanism.Throughanalyzingthejurisprudencelegitimacyandpracticallegitimacy,reachaconclusionthatthetownshipgovernmentinvolvementintheruralintegrateddispute-settlingmechanismiswithlegitimacy.Thepracticallegitimacymainlyreflectsinthefollowingaspects:thepublicbeliefinthecapabilityoftownshipgovernmentresolvingthedisputes,thepublicconfidenceinthegovernmentstaff,thefunctionalrequirementoftownshipgovernmentinvolvement,an
