vitalinterestsofthemassesobtainedRecognitionpublic.Inthedevelopmentprocess,therelevantdepartmentshavebeencarriedoutonpoliciestocarryoutsummary.Theaccumulationofanumberofmedicalinsuranceforurbanresidentshasaveryimportantjobreferencewhichisvaluableforothercitiestocarryoutthework.However,therewerealsosomesystemandoperationalproblemscannotbeproperlyeffectivesolvedintheprocessofpushingthemedicalinsuranceforurbanresidents,whichseriouslyrestrictedthemedicalinsurancesystemforurbanresidentsinthefurther.Tofacethisurgency,thispaperisbasedonrelatedresearch,combinedwiththeactualsituationofdomestic,lightoftheprevailingcircumstancestomakethefollowingsolution:(1)Toeliminatetheshacklesofthehouseholdregistrationsystem,andexpandthescopeofinsurancegroups,coveringtheentirepopulation,improvehealthinsurancecoverage.(2)Integrationthethreemedicalinsurancesystem,setupinter-regionalandinter-systemofhealthinsurancecoordinationmechanism,enhancethelevelofmedicalinsuranceco-ordination.(3)Tostrengthenfundmanagement,tobroadenthefund-raisingchannels,establishastablefundmanagementandoversightmechanisms.(4)Strengtheningcommunityhealthservicesfunctions,tobuildmedicalinsuranceinsuredresidentsofthefirstsecurityline.Enhanceservicequality,andfocusondiseasepreventionfortheelderly.(5)Urbanresidentssetupathird-partycooperativemedicalfundforthedifficultgroupssolveproblems,tomakeupformissingtheGovernmentspolicy.ThesystemofMedicalinsuranceforurbanresidentsisaveryimportantquestionwhichisrelatedtothefundamentalinterestsofsocietyforallcitizens.Inordertoreallyestablishuniversalcoverageofmedicalinsurancesystemsothathealthinsurancecanbereallyintothebasiclivelihoodofallcitizens.,wehavetodoagoodjobinthemedicalinsuranceforurbanresidentsofthepromotionalwork,balancetherelationshipofthemedicalsecuritysystemandsocio-economicdevelopment,andeffectivelyprotectthefundamentalinterestsofthemassesofthepeople【KeyWords】MedicalInsurance，Thesystemofmedicalinsuranceforurbanresidents，coordinationmechanism，CommunityHealth山西财经大学学位论文原创性声明本人
