论影响公路工程造价动态因素与对策 　　摘要：造价问题作为贯穿于公路工程建设项目整个过程的主要经济问题，己经受到越来越广泛的关注。但是公路工程施工中存在的诸多动态因素使得工程造价存在或多或少的缺陷，从而导致一系列负面影响：首先，造价确定的不合理，会使工程投资计划失控，导致工期拖延、变更、索赔等一系列问题，造成人力、物力、财力的巨大浪费；造价确定得过高，会浪费大量的建设资金；最后，公路工程造价问题是对全社会有限的建设资源的争夺和浪费，归根结底，损害的是国家和社会的利益。因此工程施工人员一定要掌握好公路工程施工中的动态因素，尽量将其负面影响降至最低，从而保证最优的工程造价控制。 　　关键词：工程造价； 动态因素； 工程设计 　　Abstract: the cost problem as the highway engineering construction projects throughout the whole process of the main economic problem, has suffered to more and more extensive attention. So engineering construction personnel must certainly grasp the highway engineering construction of dynamic factors, as far as possible will its negative influence to lowest, so as to ensure the best project cost control. 　　Keywords: engineering construction; Dynamic factors; Engineering design 　　 　　 　　中图分类号：S611文献标识码：A 文章编号 　　1影响公路工程造价的动态因素 影响公路工程造价的动态因素，就是指建设项目决策、设计、施工、直至竣工验收全过程影响工程造价增减的可变因素。由于公路工程建设的特点，影响工程造价的动态因素很多，概括起来，有以下几点： 1.1工程设计的变化 任何一个建设项目，都是从确定设计任务书、进行初步设计、技术设计、施工图设计、施工、以至竣工验收的具体操作中，从初中到认识，再从认识到实践，由粗到细、由浅至深逐步深化的过程。由于种种影响工程设计的客观条件的变化和主观因素的，因而，在公路工程建设过程中，工程设计的变更是客观存在的，这主要是由于工程设计的水平和某些不可预见等因素所导致的，如设计线字程的变化、设计线线位的变更、桥涵位置与实际不符的变更、软土地基处理的变更等等。这些动态因素均能直接造成工程造价的增减，其数值是不可忽视的。如2000年度我局因工程变更设计及不可预见费，多达5600万元，占同期工程预算的28%。 1.2施工材料和设备价格和变化 设备材料费，是工程造价的主要组成部分。因此，施工材料及设备价格的涨落，是影响工程造价增减的重要动态
