AbstractSincereformandopening,Chinaconductedanumberofgovernmentinstitutions,hasmademanysignificantachievements,andhasalsobeensomelessonslearned.Reformofgovernmentorganizationhasfailedtoescapefromthestreamlining-inflation-andthentostreamline-andthenthecycleofexpansion.Pastreformsareoftenhardtostayinthegovernmentsleveloffocusisstreamliningtheorganization,functionschangetherelationshipbetweenstaffandadjusttheshunt,whilethelevelofflexibilityforgovernmentorganizationthatpaylessattentiontotheculturallevel.Administrationofadministrativecultureisthesoulofthedeepcoreofadministrativemanagement,andgovernmentorganizationreformiscloselyrelatedtoacertainsense,theadministrativecultureisadvanceddirectlyrelatedtothesuccessorfailureofreformofgovernmentinstitutions.Administrativecultureanditssocialenvironmentsurroundtheexistenceofafunctionalinterdependence.Asocietyseconomic,politicalandculturalenvironmentwithsignificantchanginginadministrativecultureisboundtoundergocorrespondingchanges.Governmentorganizationinthereformprocessoftheadministrativeandculturalobstaclesencounteredbothbackwardfromthetraditionalculturefactor,butalsofromtheirrationalelementsofcontemporaryculture,ahistoricalnecessityofitsformation.Atpresent,scholarsoftheGovernmentsfocusoninstitutionalreformattheinstitutionallevel,fromtheperspectiveofadministrativecultureofgovernmentagenciesinvolvedinthereformofthestudyalsolimited.Inthispaper,specificationanalysisandsystemanalysistostudythetraditionaladministrativecultureandcontemporarycultureintheadministrativereformofgovernmentinstitutionsirrationalfactorscausedbytheobstruction,reformofgovernmentinstitutionslearnfromourpreviousresearchresults,thereareadministrativeculturetofocusoninnovationcountermeasuresandsuggestions,attemptstoconstructareformofgovernmentinstitutionstoadaptandadministrativeculture,soastoachievethepurposeofpromotingthereformofgovernmentinstitutions.Keywords:administrativeculture;culturalinnovation;thereformationofgovernmentorganization.目录摘要...................
