AbstractGovernmentmediaimageisareflectionofthebehaviorofgovernmentagenciesandtheirstaffinthepublicmind.Excellentimageofthegovernmentmediacanenhancethegovernmentsauthority,credibility,cohesionandappeal.Massmediaisanimportantfactorwhichcanaffectthegovernmentsmediaimage.Throughthemoderncommunicationtechnology,creatingthegovernmentsmediaimage,notonlyconducivetopromotingtherealizationofgovernmentsownconstruction,andisalsohelpfultothedevelopmentofthesocialandeconomyinthisregion.Nowadays,theeraofthepubliccriseshappenedfrequentlyandthemassmediawell-developed,thegovernmentshowingtheirmediaimagethroughpositiveinteractionwiththemediaisanimportanttopicwhichthewholesocietyshouldfaceto.Inrecentyears,cityinspectorshavebeenoneofthegroupswhicharemostcriticizedbynetizens,asviolentlawenforcementcasesoccuroneafteranother.Inpublicopinion,thetendencyto“evilize”cityinspectorsisobviousandthetopicsaboutthemarelackoffairness.Evenrumorsaboutthemwereacceptedbynetizenswithoutconsideration.Theimageofcityinspectorscamefromthemassmedia’sreport,asitistheleaderofpublicopinionandcaninfluenceitbysettingagendas.Asaresult,theconstructionofpositiveimageforcityinspectorscallsfortheactiveagendasfromthegovernmentandthemedia,whichcanfurtherinfluencethepublicopinionandreversethesituationofunfairtopicconcerningcityinspectors.Thisessayaimstodiscusstheeffectivewaytoconstructpositiveimageforcityinspectorsthroughanalysisofthemediaimageforourcounty’scityinspectors.Thisessaywilltakeapproachofthecombinationofcontextanalysis,dataanalysisandtextanalysis,andwillconcludeanddiscussthemediaimageforourcounty’scityinspectorsintermsoftraditionalmedia,webpublicopinionandspecificcase.Thefirstpartofthisessayisintroduction,mainlydealwiththecause,thinking,meaningandthebreakingpointandobstaclesofthisessay,andwilldefinecityinspectors,webpublicopinionandpublicopinionandmediaimage.Thesecondpartofthisessayistheoreticalbasisandresearchapproaches,andwillconcludeandanalyzethetheoryofagendasetting’sdevelopment,theapplicationofagendasetting
