求难以得到有效表达；（2）需求供给主体困境，农村空巢老人养老服务过程中，家庭作用依然占据主要地位，政府越位、缺位、错位现象依存，社区功能没有得到良好发挥；（3）需求供给提供方式困境，政府部门普遍困惑于找不到良好的服务方式，为老人提供更高效、便捷的服务；（4）需求供给监督协调困境，服务过程中牵涉到很多供给主体的合作协调，同时相互之间也需要有效的监督，目前尚无这方面的机制。针对上述问题，结合我国国情，笔者提出了多中心解决我国农村空巢老人养老服务的对策建议：首先，要强化政府责任，发挥政府职能。主要体现为制定和完善相关法律法规，加大对老年事业的财政投入力度，引导创新养老服务提供方式。其次，要培育公民社会，发挥社区功能。我国公民社会发育比较落后，极大限制了非政府组织的功能发挥，为此要进一步优化社区管理体制，提高社区管理水平；完善社区服务组织，提高社区服务水平；优化志愿服务环境，发挥志愿服务优势；另外，还要利用老年自身资源，完善老年互助体系。最后，要构建参与协商机制，包括建立有效的分权机制、制衡与监督机制以及问责机制，努力实现各权力主体在养老服务过程中的相互依赖、相互监督和相互协调。关键词：治理理论农村空巢老人养老服务ABSTRACTSincethepolicyofreformingandopeningup,Chinasrurallaborshavebeenmovingtothecity,buttheelderlychoosetostay.Itleadstothespecialgroup:theRuralEmptyNestElderly.ExpertspredictthattheEmptyNestFamilieswillbeChinasmainmodeoftheelderlyfamilyintheruralareasinthe21stcentury.Thelivingconditionsofthisgroupcannotbeoptimistic.Aftercontributingtothefamilyandthesociety,everyoneshouldenjoythemselves.Becauseofitsnon-exclusiveandcompetitivefeatures,old-ageserviceactuallyisakindofquasi-publicgoods,andthegovernmenthastheresponsibilitytotakemeasurestoprotect.Ourgovernmenthasmadestrategicobjectivesofbuildinganewsocialistcountrysideandaharmonioussocialistsociety,stressedtheneedtoincreaseinvestmentinruralpublicgoods,effectivelypromotethedevelopmentofvariousundertakingsinruralareasandimprovethefarmers’livingconditions,particularlyfortheruralelderlyCareerdevelopmentservices,includingthecarefortheEmptyNestElderlyinruralareas.Atthesametime,allsectorsofsocietyhavepaidgreatattentiontothecrisisoftheruralemptynestfamilies.However,theoreticalresearchintotheRuralEmptyNestElderlyismadeprimarilyintheviewofthesociologicalpoint,andthemeasurestakenarejustattheexploratorystage.InChinasruralold-agetradition,thefamilyplaysthemajorfunction,governmentislack,offsideordislocation,andthenon-governmentalorganizationsarelackofthisparticipation.Itdirectlyledtothattheservicesprovidedbythegovernmentcouldnotaccuratelyreflecttheneedsoftheelderly,andservicesefficiencywasalsorelativelylow.Theconceptandpathofservice
