This paper introduces the agglomeration function into Copeland and Taylor model and uses the market level as threshold variable to construct a threshold model about industrial agglomeration affecting on environmental pollution and then analyzes the relationship between industrial agglomeration and environmental pollution by using the threshold method in panel data based on 30 provinces, 2000 -2009. The empirical result shows that the relationship between industrial agglomeration and environmental pollution is inversed-U shape. When the market level is lower, industrial agglomeration leads to environmental pollution and as the market level increasing the adverse impact weakens; when the market level exceeds to a higher threshold value, industrial agglomeration can improve the environmental quality. According to different market levels we are supposed to make different policies to solve the environmental pollution. In the lower level areas, we should try our best to push ahead the market reform in environmental protection field; in the higher level areas, we should give full play to agglomeration effect to improve the environment.
