中国工程造价咨询业现状和发展 　　摘要：在过去相当长的计划经济体制时期，工程造价管理是依据计划经济的原则进行管理的。政府是建设工程的投资者，项目的建设和管理也是由政府承担，工程造价的确定和控制主要依靠政府制定的定额和标准来执行。因此“工程造价管理”更多意义上是指政府对工程造价管理。正如大家所了解的，自90年代初国家确定建立社会主义市场经济体制的目标后，中国正在逐步建立社会主义市场经济体制。工程造价计价依据也有了相应的变化，根据市场变化实行了动态的管理，对建筑工程造价中材料价格进行适时调整。随着建设市场化程度的不断增大，无论是业主还是承包商都需要根据工程本身的情况和市场多变的因素加强对项目工程造价的控制，在这样的环境下，工程造价咨询行业应运而生。 　　 关键词：工程造价；咨询行业；现状；发展 　　 Abstract: In the past long period of planned economy system, the management of engineering cost is based on the principle of planned economy management. The government is the construction project investor, and theproject construction and management was also undertaken by the government. Determining and controlling of the project cost mainly depended on the government setting capital sum and standards to perform, therefore, project cost management had more sense to refer to the government construction cost management. As we all know, since the early 90s, the state confirming the institution of socialist market economy system, China is gradually establishing the socialist market economic system. Basis of project cost also had corresponding changes according to the changes of the market. The management implementen a dynamic management according to the market changes, and made a adjustment for the construction cost of material price. Along with the construction market degree increasing, whether the owners or the contractors, depending on the project itself and the market changing factors, strengthened the project cost control. In such an environment, engineering cost consulting industry emerges as the times require.Keywords: project cost ;consulting industry; present situation; development; 　　 中图分类号：TU723.3文献标识码： A 文章编号： 　　 　　 我国整个工程咨询业尚处于初级起步阶段，整体素质不容乐观。目前与国际水平差距依然很大，不能适应加入WTO后的国内国际工程咨询市场的需要。面对加入WTO的临近，明确我们同国际工程咨询界的差距很有必要。 　　 首先，规模较大，但整体水平不高。据统计，目前全国有从业人员约200多万人，其中有注册造价师执业资格者也只有不到百分之十，分布在建设、设计、施工、咨询等单位。目前，这一行人员大多仍只是停留在常规编审予（结）算上，而对于工程造价咨询中更为重要的前期项目评估和财务分析工作，还几乎是一片空白。 　　 其次，业务单一，停留在预（结）算编审上，执业范围小，限于本地、本部门、本行业、本单位，
