摘 要 纺织服装行业在我国已经发展了几千年，历史悠久，生产能力强，比较优势明显，历来在我国和美国的贸易中占着相当大的比重。但近年来，随着中国的纺织品和服装对美出口中关税壁垒的减弱，遭遇到以技术法规、技术标准、合格评定程序、卫生检疫措施等为主要内容的技术贸易壁垒的形势日益严重。在受美国技术性贸易措施影响较大的行业中，纺织品服装行业排在前列。因此，深入了解美国在纺织品服装领域的技术贸易壁垒措施，建立相应的预警体系，避免和减少损失，具有现实的经济和社会意义。 本文介绍了中国纺织服装行业发展和出口美国现状，分析了我国主要出口对象美国相关的技术性贸易壁垒以及贸易摩擦原因，在借鉴国内外理论研究成果的基础上，结合美国新贸易保护措施对我国纺织品贸易的具体影响，提出应对的策略，为相关部门制定政策、为相关企业摆脱出口困境提供一定的理论依据和参考价值。 关键词：中美 纺织品 服装 贸易摩擦 China-American textile clothing trade friction causes and countermeasures Abstract: Textile and garment industry in China has developed thousands of years , has a long history , strong production capacity , have obvious advantages , has always occupied a large proportion of the country and the United States trade. But in recent years , as China s textile and apparel exports to the U.S. decline in tariff barriers , encountered technical regulations, technical standards and conformity assessment procedures , sanitary and measures as the main content of the technical barriers to trade situation is becoming increasingly serious. By the United States in technical trade measures affecting the larger industry, textile and apparel industry in the top row . Therefore , in-depth understanding of technical trade barriers in the U.S. textile and apparel field , the establishment of appropriate early warning system to prevent and reduce losses , with real economic and social significance. This article describes the development of Chinas textile and apparel industry exports to the U.S. situation, analysis of Chinas main export -related technical barriers to trade and U.S. trade friction reason , drawing on the theoretical basis of the research results at home and abroad , combined with the new U.S. trade protection measures against Chinas textile the specific impact of trade, proposed strategies to deal with , and formulate policies for the relevant departments to provide a theoretical basis and reference value for other companies to get rid of export difficulties.
