我国医疗卫生财政分配现状思考 　　摘要：医疗卫生事业的发展是关乎国计民生的重大问题，是社会关注的热点。近年来我国医疗卫生问题不断显露，医疗费用快速上涨。看病难、看病贵成为人们普遍关注的经济和社会热点。财政是实现政府职能的重要手段，是经济杠杆的核心。政府必须借助于对医疗卫生资源配置的财政投入政策。使财政在医疗卫生资源配置中发挥制导作用，干预医疗卫生资源的分配，才能有效配置医疗卫生资源，解决医疗卫生领域出现的问题。本文首先分析了我国医疗卫生财政分配的现状，然后说明了医疗卫生财政分配应遵循的原则，最后详细探讨了优化我国医疗卫生财政分配的措施。 　　关键词：医疗卫生；财政分配；配置；预算管理；绩效评估 　　Abstract: the development of medical and health care is about national economy and peoples livelihood big problem, is a hotspot of social attention. Health problems appearing in China in recent years, the rapid rise in medical costs. Difficulty and high cost of treatment as economic and social issues of common concern to people. Finance is the important means to realize the functions of the government, is the core of economic leverage. The government must use financial input to the medical and health resources allocation policy. Make finance play a role of guidance in the medical and health resources allocation, intervention of medical and health resources allocation, to the efficient allocation of health resources, to solve the problems about medical and health fields. This article first analyzes the present situation of Chinas medical and health care finance allocation, and then illustrates the health should follow the principle of financial distribution, finally discusses the measure of optimizing the allocation of health care finance in our country. 　　Key words: health care; Finance allocation; Configuration; Budget management; 　　中图分类号：F810.2文献标识码：A文章编号：2095-2104(2013) 　　 　　 　　我国医疗卫生财政分配的现状 　　 （一）我国医疗卫生财政支出逐年上升 　　近些年来，随着我国经济的不断发展，我国的医疗卫生财政支出呈现出逐年递增的态势。由于2005年以前的卫生费用统计未计入社区卫生服务部分，为保持数据的统计口径一致，我们以2005年-2011年的卫生数据进行观察与分析。2005年我国医疗卫生财政支出为8660亿元，到2011年上升至24269亿元，为2005年的2.80倍。对比我国同期的国民生产总值（GDP）数据，由2005年的183218亿元上升至2011年的471564亿元，为2005年的2.57倍，反映出我国医疗卫生费用的增长要快于GDP的增长。这一趋势也体现在卫生费用占GDP比重的升高上，从2005年的4.73%上升至2011年的5.15%。 　　由上述资料可见，政府财政对医疗卫生事业是越来越重视，投入量也越来越多，但是于此同时，我们还应该看到我国医疗卫生财政投入存在的一些问题。 　　 （二）医疗卫生财政投入总体不足 　　2010年前三季度国家财政收支公开数据显示，1-9月累计，全国财政收入63039.51亿元，比去年同期增加
