理性看待水利水电工程招投标管理中最低价与中标联姻 　　摘要：理性思维要求我们理性地看待事物，不仅要在审视事物当中谙熟辩证法，而且要对那些在日常生活世界中看似理所当然的事物加以思考，保持批判的态度，因为恰恰是那些看似理所当然的事物，往往存在着致命的问题。仔细审视当前的水利水电工程招投标管理过程，我们会发现，许多水利水电施工企业往往以最低价中标的方式取得标的，然后再在工程建设中收回因低价中标产生的成本。这种做法看似是一种企业取得了合同标的、降低了施工成本的做法，实质上是一种高风险的行为。因为，这种做法放大了最低价中标的优势，缩小了最低价中标的劣势，也偏离了水利水电工程本身存在的真实图景。因此，理性看待水利水电工程招投标管理中的最低价与中标的联姻变得很有必要。 　　关键词：理性思维；水利水电工程；招投标管理；最低价中标 　　Abstract: Rational thinking requires us to view things rationally, which not only wants us to be familiar with dialectic thinking, but also those seemingly natural things in the world of everyday life, and maintain a critical attitude, because it is precisely those who seem to take for granted the things that there is a fatal problem. Examine the current water conservancy and hydropower project management of the bidding process carefully, we will find that many water conservancy and hydropower construction enterprises in order to obtain the subject, they often use the lowest bid and then recover the cost due to the low bid construction projects. This approach appears to be an enterprise contract bid to reduce construction costs. In essence, It is a high-risk behavior, because this approach that enlarge the advantage of the lowest bid narrows the disadvantage lowest bid, and deviated from the true picture of Water Resources and Hydropower Engineering.
