摘要20 世纪 90 年代初以来国家教育财政支出得到稳步提高，国家对高等教育的 体制进行了一系列重大改革。国家统一计划拨款、统收统支的教育投入模式改 变以来，高职院校已由单一的教学科研逐渐转变为教学、科研、技术开发、技 术咨询服务和生产经营等各项活动并举。然而随着高职教育规模的迅速扩张， 大部分高职院校要么管理不到位，要么设施运行紧张，教学过程相对粗放，学 校内部管理问题突出，很大程度上制约了高职院校持续的发展。高职院校的生 源、规模、软硬件设施等都是影响高职院校管理水平的因素。针对高职院校管 理水平影响因素的研究已经成为现代教育研究中一个十分迫切的课题。本文致力于迅速有效提升高职院校的管理水平的研究，利用 Delphi 技术从 外部环境、学校因素和学生因素三个角度给出了高职院校管理水平提升的影响因 素指标体系。其中外部因素包括财政补贴、教育法律法规、政府监管、经济发展 水平、居民收入水平、社会价值观念、家庭结构变化、就业结构形势、学校竞争 对手、经济增长方式等 10 个因素；学校因素包括学校产权、学校位置、学校规 模、激励制度、校长领导才能、品牌意识、服务能力、师资队伍、教学条件、专 业设置、教学成果和学校特色等 12 个因素；学生因素包括学生数量、学生素质、就业情况、校友捐赠和社会贡献等 5 个因素。然后通过分析得出了各影响因素指 标之间的互相影响关系。以 1 和 0 表示，1 表示 A 对 B 有直接影响，0 表示 A 对 B 无直接影响。以关系矩阵为初始 矩阵，通过决策实验和评价实验法 （DEMATEL）建立 A 校管理水平提升的关键影响因素分析模型，借助于 MATLAB 软件分析处理数据，定量地得出了各指标之间的相互影响程度、各指 标对高职院校管理水平提升的综合影响程度、各指标的原因度和中心度，并以此 找出影响高职院校管理水平提升的关键影响因素。从而在因素指标层面和内外部 环境层面提出了基于原因度和中心度的针对性对策，指出了高校的发展不应该局 限于师资队伍建设、教学条件提高、专业设置的完善及教学成果的努力，更应该 关注教育法律法规的利用、校长领导才能的培养、学校规模的适度扩大以及招生 数量的控制等，以期为 A 校管理水平的迅速提升提供科学的对策依据。关键词：高职院校，管理水平提升，影响因素指标体系，DEMATELResearch on Evaluation Index System of Manage Performance and the countermeaturesin Higher Vocational College AAbstractSince the early 1990’s, education expenditures have increased steadily.
