Social and political order was maintained by overlord or chief during the Spring and Autumn Period. Relationship between The Qi State and The Lu State changed in the context of this occurrence. There were historical factors running through the whole story, such as the “ritual” and hegemony, we could call it history culture; while relationship between the twocountries is not immutable and frozen，participation immutable human brought accidentalin historical events, the disputes between the two countries continue to appear from the occurrence and development of the relationship between the two countries to the turningpoint marked by Ke Alliance，and then to the end of the spring and Autumn Period inrelations between the two countries due to the strong interference of international pattern, which reflects the historical changes.
