第十一届全运会与奥运战略衔接及对未来全运会发展启示 　　摘 要：运用文献资料、专家访谈、实地调研等研究方法，对第十一届全运会在筹办过程中与奥运战略协调状况进行了调研分析。结果显示：为了更好地贯彻实施奥运争光战略，第十一届全运会在竞赛项目设置、竞赛时间安排、奥运成绩带入全运会计分、竞赛规则、赛事服务、人员安排等方面与前几届全运会相比都有了改变或创新；协调过程中还存在一些问题亟待探讨解决。建议未来全运会的举办应从淡化全运会竞争、改革全运会记分、鼓励参赛单位启用新人、加大科技攻关、合理布局项目设置、缩减运动会预算、加强赛风赛纪建设、展示举办特色等方面注重完善。 　　关键词：第十一届全运会；奥运战略；有机衔接；改革创新 　　中图分类号：G812.20 文献标识码：A 文章编号：1006-2076（2013）06-0012-05 　　Enlightenment from connection between the Eleventh National Games and the 　　Olympic strategy for the development of the National Games in the future 　　ZHAO Lu-nan1，2，YU Jie3 　　Abstract：With methods of literature， expert interviews and fieldwork the article made an investigation analysis of its coordination with Olympic strategy during the preparation of the Eleventh National Games. The results showed that in order to implement the Olympic strategy better，compared with the previous games， the Eleventh National Games made some changes and innovations in its events setting， competition schedule， Olympic results entering into the National Games scoring， competition rules， event services and personnel arrangement； Some problems need to be solved in the process of the coordination. Suggestions are given to improve the future National Games from the following aspects： playing down the competition， reforming scoring methods， encouraging the employing of freshmen， enhancing the scientific and technological research， reasonable layout of events setting， reducing the National Games’ budget， strengthening the construction of sportsmanship and discipline， displaying the organization features， etc. 　　Key words： the Eleventh National Games； Olympic strategy； organic link；reform and innovation 　　收稿日期：2013-05-03 　　作者简介：赵鲁南（1972- ），男，山东菏泽人，苏州大学在读博士，副教授，研究方向运动训练理论与方法、竞技体育发展战略。 　　全运会作为特定历史时期产物，伴随我国奥运成员国地位的恢复以及奥运战略举措的出台，二者的取舍与协调问题日益成为人们关注的热点[1]。第十一届全运会于2009年10月在山东省举行，在如何与奥运战略协调、如何服务奥运战略方面做了大量衔接工作，对此加以研究将给未来全运会提供办赛思路。 　　1 全运会的筹办与奥运战略提出的背景回顾 　　因特殊历史原因，新中国在建国初期与国际奥委会断绝了联系，中国政府决定举办自己的运动会。在此背景下，第一届全运会于1959年在北京举行，至今已举行
