In that Special Agreement they requested the Court to determine whether sovereignty over Pedra Branca/Pulau Batu Puteh, Middle Rocks and South Ledge belongs to Malaysia or Singapore. Each of the Parties duly filed a Memorial, Counter-Memorial and Reply within the time-limits fixed by the Court, having regard to the provisions of the Special Agreement concerning written pleadings. The Special Agreement provided for the possible filing of a fourth pleading by each of the Parties. However, by a joint letter dated 23 January 2006, the Parties informed the Court that they had agreed that it
