摘要我国所面临的“三农问题”归根结底是农民问题，农民问题的本质是增加农民收入，而农村公路是促使农民增收的基础硬件设施，所以农村公路建设发展对解决“三农问题”，建设“新农村”起到了助推作用。但是每个区域农村公路建设发展现在所面临的困难是什么？每个阶段各区域农村公路建设发展成效有哪些？下一个阶段建设发展方向在何方？这些都需要利用科学的评价方法作为指引，才能保证及时、准确、深入地发现并解决问题。本文对比分析了国内外农村公路建设发展评价管理及研究现状，可知目前农村公路建设发展评价尚不完善，没有充分考虑到农村公路建设发展所处环境的特殊性及所呈现出来的动态性和静态性特征。分析了区域的内涵并将其划分为三个层次（东部、中部、西部，省域，县域）并将区域农村公路的外界影响系统分为了四个子系统，即地理子系统、社会子系统、经济子系统、政策子系统。首先探讨了区域农村公路子系统与外界子系统的动态发展协调的内涵，分析了各外界子系统与区域农村公路子系统互相作用的内在机制，并简述了各影响子系统包括的影响因素。然后，基于马斯洛需求学说构建了农村公路建设发展阶段性机理，提出了阶段性评价内容，即建设、养护、运营、管理，并给出了确立评价目标的方法。最后，提出了利用“木桶理论”综合分析两种评价结果，为促进农村公路建设发展提供合理依据。利用目标层次分类展开法确立评价指标体系，并选用灰色关联度及协调度计算方法作为农村公路建设发展的动态协调性及静态阶段性评价方法。基于农村公路建设发展区域差异性对比分析，以2009年福建省农村公路建设发展情况为例进行分析，验证了评价方法的可行性和有效性，并综合分析评价结果，找出存在的问题，提出了解决方法。最终结合“利益相关者”理论及系统工程方法，探讨了推动区域农村公路建设发展的相关措施。关键词：区域、农村公路、评价、协调、阶段AbstractSanNongproblemsfacingourcountry,inthefinalanalysis,isultimatelytheproblemsoffarmers,theessenceoftheproblemsistoincreasefarmersincome,andruralroadsisthebasichardwarefacilitiestopromotefarmersincome,sothedevelopmentandconstructionofregionalruralroadshadplayedaroleinsolvingSanNongproblemsandbuilding“newsocialistcountryside”.Butwhatarethedifficultiesthatwewillbefacedwith?Whataretheeffectivenessofruralroadconstructioneachregionineachstage?Wherethewayistheconstructionanddevelopmentofregionalruralroadsinthenextstage?Theserequiretheuseofscientificevaluationmethodsasaguide,inordertoensuretofindandsolveproblemstimely,accuratelyanddeeply.Thepapercomparedandanalyzedtheevaluationmanagementandresearchstatusofconstructionanddevelopmentofregionalruralroadsathomeandabroad,theresultshowthattheevaluationofconstructionanddevelopmentofruralroadsisnotperfect,becausedidn’tgivefullconsiderationtotheparticularityofenvironment,andthedynamicandstaticcharacteristics.Analyzedtheconnotationoftheregionanddividedtheregionintothreelevels(eastern,central,western;province;county),andtheoutsidesystemofregionalruralroadisdividedintofoursubsystems,namely,thegeographicalsubsystem,socialsubsystem,economysubsystem,policiessubsystem.First,discusse
