constructionshowthat:thecompositeindexofnewruralconstructionhasnotableincreasedaftertheimplementationofnewruralconstructionin2006year,alsoits’meansthatShandongprovincehadmadegreateffecttopromotethenewruralconstruction.Inthespecificobjectivesofthenewruralconstruction,thelifeofwealthandthevillagecleancompositeindexincreasedmoresignificant,theproductiondevelopment,civilizationanddemocraticmanagementindexincreaseisrelativelyslow.Inthefuture,thenewruralconstructionhadtofacemanykindsofinfluences,suchastheinternationalfinancialcrisis;persistentgapbetweenurbanandruraldevelopment;transformationandsocialdevelopmentinrural.Thegoalsofnewruralconstructiondependbothonthecontentstatusofnewruralconstructionandtheeffectivenessofpromotingmeasuresofnewruralconstruction.Throughthecompositemethodsoflogicalreasoning,questionnairesandstatisticalanalysis,thekeyissuesofShandongprovincenewruralconstructionarethefollowingaspects:improvingagriculturalproductivity,promotemodernagriculturaldevelopmentandruraleconomicdevelopment;expandmorewaysoffarmers’incomeandcultivatingfarmers’capacityofearning;toaddmoremoneyintoruraldevelopmentandimprovetheruralpublicgoodssupplysystem;graduallyeliminatethedevelopmentgapbetweenurbanandruralareas,andenhancethefeedingeffectofurbanizationindustrialization;makethepromotionofnewruralconstructionbasedonwishesoffarmerstopromoteandenablefarmerstosharetherealbenefitsofthenewruralconstruction.Theanalysisaboutkeyissuesaboveshowsthat:theoverallefficiencyofagriculturalproduction,technicalefficiencyandscaleefficiencyincreasetoacertainlevel,butotheraspectthatrelatedtomodernagriculturaldevelopment,suchasfarmland,technology,mechanizationlevel,thedegreeoforganization,andotherelementsoflaborqualityarestillhavelargeenhancingspaceofthereefficiency.Althoughfarmers’incomeincreasedathighspeed,theurban-ruralincomegapcontinuestoexpand.Wageincomebecomesthefastestandmoststablesourceoffarmer’sincome.Thegreatestcontributionoffarmer’sincomeisfamilies’operatingincome,butits’growthratebecomes
