摘要儿童福利是社会保障体系的重要组成部分，儿童福利服务的主要载体是儿童福利院，在保障儿童生存权、发展权的过程中，儿童福利院担负着孤残儿童的抚养、教育、康复等重要使命,是保障孤残儿童健康成长的最后一道“安全网”。党和国家历来十分关心和重视孤残儿童福利事业。民政部印发的《“十二五”儿童福利机构建设蓝天计划暨儿童福利机构设备配置实施方案》中提出，要“全面改善儿童福利机构设备条件，着力加强儿童福利机构养育、治疗、康复、特殊教育和技能培训等各项功能，辐射和带动社区儿童福利服务的开展”。然而我国部分城市儿童福利院在发展过程中普遍存在数量少、规模小、福利设施不健全、工作人员专业素质水平低等问题，难以满足孤残儿童在生活、教育、医疗、康复等方面的基本需求。本文以西方儿童福利的基本理论为基础，从儿童福利需求出发，以山西省阳泉市儿童福利院为个案，在实地调查研究的基础上，综合运用了文献资料研究法、调查访问法、比较研究法和图表分析法等多种资料收集方法，对我国中小城市儿童福利院的运行和发展情况进行了研究分析。本文首先介绍阳泉市儿童福利院的运行和管理的现状，包括福利院的基本情况、福利院的运行模式、社会组织及公众的参与情况，然后从理论和现实的角度分析了该儿童福利院取得的成就和存在的问题，其中问题主要包括儿童福利院规模、医疗和文娱资源、工作人员素质、资金来源及封闭式管理等发面的问题，随后通过与我国发达城市儿童福利院的发展模式进行比较，找出差距，根据具体问题提出了解决问题的对策和建议，例如合理确定福利院规模、完善基础设施、发展特色教育体系、专业化院内养育、开展家庭寄养工作等。这些对策和建议对我国中小城市儿童福利院的完善和发展有一定的参考价值。【关键字】：孤残儿童儿童福利儿童福利院家庭寄养AbstractChildrenswelfareisanimportantpartofsocialwelfaresystem.Childrenswelfarehomesarethemaincarrierofchildren’swelfareservices.Theybearthemissionofchildrensupbringing,educationandrehabilitationintheprocessofprotectingchildren’ssurvivalanddevelopingrights.Theyarethefinalsafetynetforensuringthelonelinessanddisabledchildren’shealthygrowth.ThePartyandtheStatehavealwaysbeenverycareandvalueofthelonelinessanddisabledchildrenswelfare.TheTwelfthfive-yearchildrenswelfareinstitutionbuilding,blueskyprogramandchildrenswelfareinstitutionsdeviceconfigurationandimplementationplanissuedbytheministryofcivilaffairssaidweshouldcomprehensivelyimprovechildren’swelfareequipmentconditions,enhancetheirfunctionsoffostering,treatment,rehabilitationandspecialeducationandskillstraining,andradiateandleadthecommunityofchildwelfareservices.ButsomechildrenswelfarehomesinpartsofChinagenerallyhavefewer,smaller,imperfectwelfarefacilities,andthepersonnelprofessionalqualitylevelislow.Itisdifficulttosatisfythedisabledchildren’sneedsinlife,education,medicalcare,rehabilitationoftheirbodiesandtheimprovementoftheirsocialskillsandsoon.Thisarticleisbasedonthebasictheoryofwesternchildrenswelfare,startingfromthechildwelfarerequirements,puttingYangquanwelfarehomesforchildrenasanexample.O
