AbstractHanjiangRiverrichinnaturalresources,economicbase,excellentecologicalconditionsisanimportantaxisconnectingWuhancitycircleandcircleofwesternHubeiecologicalandculturaltourism,andstillanimportantlinkconnectingthenorthwestofHubeiandJianghanPlain.Simultaneously,withthedevelopmentoftheindustryandagricultureandtheimplementationofnationalSouth-NorthWaterDiversionProject,inevitablyalotofpressurewouldbebroughttotheecologicalprotectionoftheHanjiangRiverBasin,whichledtothefrequentoccurrenceofdisasters.Therefore,theimportanceofacceleratingtherealizationoftheHanjiangRiverbasin-widemanagement,buildingawaterinformationnetworkcoveringthewholebasin,andprovidingsupportforthescientificmanagementofwaterconservancyandfloodmitigationdecisions,usinginformationtechnologytopromotewaterconservancymodernizationhasbecomeincreasinglyevident.Thispaper,firstly,hascarriedonthebriefanalysisandcomparisononthepresentsituationofwaterinformation,andsummarizestheexistingproblemsofwaterinformation.Onthebasis,thecontentofthispaperaresummarized:learningspatialdatabaserelevanttheoreticalknowledgeandtechnology,andthencollectingdatawithinthebasin,buildingbasinspatialdatabasetoachieveaunifieddatastorage,finallydesigningandimplementingspatialdatabasemanagementsystemtoachieveintegratedmanagementofdata.Inviewofthis,thissystemfirstlycollectstherequireddataintheconstructionofthesystem,andthenusethesoftwareofArcGIS,ArcCatalogtoedit,finallychoosesthecombinationofArcSDE,GeodatabaseandOracletoachievethestorageofbasicgeographicinformationdata,remotesensingimagedataandwaterthematicdata.Inthedesignandimplementationprocessofspatialdatabasemanagementsystem,functionaldesignandinterfacedesigncompletedthroughthesystemneedsanalysis,andtheaspatialdatabasemanagementsystemusingC#languagebasedonVS2008andArcEnginecomponentscompletedwhichcontainsmanymodules,suchasdatabasemanagementmodule,dataimportandexportmodules,databrowsingmodule,dataqueryretrieval,databasemaintenancemoduleandsoon.Finally,thesystemrealizedtherelatedfunctions
