摘要摘要本文对通信建设项目的时间进度计划编制与控制过程和方法进行研究和梳理，以四川电信眉山资阳本地电话网升位并入成都本地网项目为研究对象，围绕目标工期的要求，对项目进行工作分解、逻辑分析，再以里程碑计划为基础，以项目管理软件为工具编制进度计划。在项目中，需要协调各种影响因素之间的关系，应用各种可行方法和措施，在兼顾费用、安全、质量控制目标的同时，努力达成进度计划目标，保障进度计划的实现。工程项目有很强的不可预见性，总是会有影响工程进度的因素出现，这就使得工程很难按照既定计划执行。本文采用PDCA循环法对项目实施动态监测和跟踪，及时发现计划与实际的偏差，根据不同的情况采取不同的控制措施，并对进度计划作出及时地调整与更新，从而使工程进度达到有效控制与管理的目的。对四川电信眉山资阳本地电话网升位并入成都本地网建设项目进度计划的分析，总结经验，为以后国内各地电话网升位并网项目进度计划管理的运用奠定基础，对加快建设项目进度、提高工程效益、提升客户感知、完善服务体系提供更多可资借鉴的经验。关键词：升位并网，进度控制，计划变更ABSTRACTABSTRACTInthispaper,accordingtothewaysofplanningtheconstructionprojectscheduleandtheresearchofthecontrolprocessandmethods,wetaketheconstructionprojectofMEISHANandZIYANGlocaltelephonenetworkrisingthepositionincorporationintoCHENGDUofSICHUANtelecomastheresearchobject,decomposetheprojectanddothelogicanalysisaroundthetargetoftimelimitfortheproject.Theresearchisbasedonthemilestoneofschedule.Wemaketheprogressschedulebysoftware,analyzethefactorsthatinfluencetheprogressduringtheconstructionproject,coordinatetherelationbetweenthefactors,usethedifferentwaystoachievethetargetoftheprogressscheduleandmaketheprogresscometrueatthesametimeofcontrollingthecost,safety,qualitytargets.Projecthasastrongunpredictability.Therewillalwaysbefactorsthataffecttheprogressoftheprojectthere,whichmakesengineeringverydifficulttoimplementinaccordancewithestablishedplans.ThisPDCAcyclemethodusingdynamicmonitoringandtrackingofprojectimplementation,planningandtimelydetectionofactualbias,accordingtodifferentcircumstancesofdifferentcontrolmeasures,andscheduleadjustmentsandupdatesmadeinatimelymannersothatprogressinachievingeffectivecontrolandmanagementpurposes.Thescheduleanalysisandexperienceoftheproject,inordertopromotethefurtherdevelopmentofTelecomProjectmanagement,acceleratethepaceofconstructionprojectsandimprovetheeffectivenessofpublicworks,offertheexperiencethatcanbeusedforreference.Keywords:risingpositionandincorporationofTelephonenetwork,ScheduleControl,PlanModification目录目录第一章绪论............................................................
