摘要作为社会保障体系的重要组成部分，社会保险经办机构具有执行政策、承办事务、管理基金和提供服务等重要职能。经办管理服务体系的健全完善与否，将会直接影响到建立健全覆盖城乡居民社会保障体系发展的进程。随着《社会保险法》的实施，参保单位和个人数量将急剧增加，社会保险服务需求将进一步扩大，社会保险经办机构正面临前所未有的压力。本文使用文献、实地调查等研究方法，通过对文献资料整理和B市C区社会保险基金管理中心等经办机构调研走访，总结影响社会保险经办机构服务能力的因素。从B市C区社会保险经办机构服务能力的现状来看，由于管理体制、运行机制等问题，导致经办机构服务基础设施落后，人员资金短缺等矛盾日益突出，已经严重制约着其社会保险经办机构服务能力的提升。根据文献搜集整理和实地调研，本文主要从管理体制、运行机制、基础服务设施、人才队伍建设、考核激励制度、信息化建设等方面来对经办机构服务能力了进行分析。通过对先进国家和地区社会保险经办能力建设方面经验做法的案例研究，总结社会保险经办机构精细化管理的发展趋势，运用洋葱理论模型，从管理体制、人才队伍建设、对外服务能力建设三方面提出提升经办机构服务能力的对策和具体措施。关键词：社会保险经办机构经办服务能力能力建设AbstractAsanimportantpartofthesocialsecuritysystem,socialinsuranceagencieswiththeimplementationofpolicies,contractualservices,managedfundsandtheprovisionofservicesandotherimportantfunctions.Handlingthemanagementandservicesystem,improvingandperfectingitornot,willdirectlyaffecttheestablishmentofasoundcoverageoftheprogressofdevelopmentofthesocialsecuritysysteminurbanandruralresidents.WiththeimplementationoftheSocialInsuranceLaw,thenumberofinsuranceunitsandindividualswillbefurtherexpanded;thesocialinsuranceinstitutionsarefacingunprecedentedpressure.Thisarticleusestheliterature,fieldsurveys,drawingonresearchmethods,researchagenciesonliteraturedatacompilationandBCity,AreaC,thesocialinsurancefundmanagementcentervisits,summedupthefactorsthataffecttheabilityofthesocialinsuranceagencies.BCity,AreaC,thesocialinsuranceagencyservicecapabilitiesofthecurrentsituation,themanagementsystem,operationmechanism,resultinginagenciesservices,poorinfrastructure,staffandashortageoffundshasbecomeanincreasinglyprominent,seriouslyrestrictingtheirsocialinsurancehandlingtheagency’sabilitytoupgrade.Accordingtoliteraturecollectedandfieldresearch,mainlyfromthemanagementsystem,operationmechanism,informationtechnology,buildtheservicecapacityoftheagenciesforanalysis.Insummary,throughacasestudyoncapacity-buildingexperienceandpracticesintheadvancedcountriesandregions,socialinsurance,socialinsuranceagenciesandmeticulousmanagementofthedevelopmenttrend,theuseofoniontheoreticalmodel,fromtheman
