The personnel selection thought which is still rooted in people’s concept had been being in that time. The personnel selection system suited to the needs of the ruling class had also quietly formed since then. The personnel selection activities as important national affairs had already carried out vigorously as well. The study of modern talent led the research scholars of Ancient Talent, but existing studies are more about the selection thought and system. In addition, most of these studies are after Qin and Han dynasty. Attention paid on Pre-Qin’s personnel selection is not enough. How did the personnel selection ideas, systems and activities evolve? What were the relationships between the evolution process with the development of politic, economy and culture? How many reference values can we get from our ancestors’ personnel selection practice? All these issues need to be answered. In view of these reasons, the panoramic visits of the Pre-Qin personnel selection from the three levels of the ideas, systems and activities (three-dimensional structure) have the double meanings of making up academic gaps and getting contemporary enlightenment.
