AbstractWesternscholarshavefoundthatneitherthemodeofdominationbythestate-centeredauthoritynorthemarketdecision-makingmodelwiththeindividualismasthecenter,sincethebeginningofthe20thcentury.Therefore,theconceptofcommunitygovernancecameup.Itemphasizedthatmoreeffective,comprehensiveandfairgovernancemodelcouldbecreatedbythepeopleandsocialgroupsusingthecommunityasthebasicmanagementunit.Nowadays,moreandmorepeoplefocusondeliberativedemocracy,socommunityisnotjustresponsibleforresolvingthedemandsofdailylifefunctions,butalsothemostdirectplacetoimplementdemocratic.Withtheparticipationofcommunityresidentandsocialorganizations,andtheguidanceofcommunitygovernancespiritwhosecenterisinteraction,trustandcooperation,thegovernmentexpandedthedepthandbreadthofcommunityinvolvement,activedpublicserviceactivationmechanism,constructedapublicandconcernedsocialcommunityandpracticedcollaborativegovernancebasedongoodgovernance.Therefore,thisarticleusesChangXingcommunityasacase,andcollaborativegovernanceandcommunitygovernanceasviewpointtoexplorethegovernancestructureofpublicaffairsofthecommunity,communityinvolvementandeffectivenessandtheinteractionbetweentheparticipatingorganizationsofaffairsprocess.Afteranalysing,wefoundresidentsparticipationfrequentlyinChangXingcommunityduringdealingwithcommunityaffairs,showingdifferentinformsofresidentsparticipationandvariousparticipationchannels.Wethinkthephenomenonisassociatedwithincreasinggovernmentalinvestment,communityorganizationsflourishandclosedrelationbetweenresidentsandcommunityinterestsorotherfactors.However,whatcannotbeignoredisthattherearestillsomelimitationsoftheresidentsparticipationincommunitygovernanceofChangXing,forexample,theimbalanceofpeoplewhoinvolvedintheresidentsparticipation,deepeningtheextentofresidentinvolvement,thelackofresidentsparticipationinitiative,etc.TheIIreasonisrelatedwithdislocationandtheroleofgovernment,incompletefunctionalofcommunityorganizationsandthelackofcommunityconsciousness.So,inordertostrengthentheparticipationofthe
