致谢 万方数据 本文从构思选题到研究撰写，再到成文交付，历时近一年。在此期间，承蒙受到 指导教师蒋彦庆副教授的悉心指导与帮助。蒋彦庆老师在本文的选题、研究方向、内 容结构方面给出了许多宝贵和中肯的意见，使我在论文撰写的过程中能克服重重困难， 攻克数个难题，最终完成本文的撰写。蒋彦庆老师的博学与治学严谨的态度让我受益 颇多，同时，也让我在研究与写作的过程中少走了许多弯路。谨此向蒋彦庆老师致以 最诚挚的谢意。 同时，我还要感谢在我攻读硕士学位期间所有帮助过我的老师和同学们，以及在 本次研究项目中并肩作战的同事们。正是有他们的热心帮助，本文才能顺利完稿。 最后，特别感谢我的家人，没有你们的支持，我将无法完成此文。 I 摘要 中国现代化物流业的起步较晚，虽然已经过近十几年的高速发展，第三方物流企 业的数量和网点覆盖率已经达到了相当的规模，但是其同时面临的成本居高不下、服 务水平难以提高、业务模式创新乏力等的问题。 本文使用平衡计分卡作为企业战略目标的分解工具，同时也作为企业经营现状的 分析与诊断工具。通过使用平衡计分卡理论和方法，对企业的战略目标做时间维度的 从近到远的分解，同时也从组织架构维度进行从上到下的细化。形成一套涵盖财务构 面、客户与市场构面、内部流程构面和学习与成长构面的战略执行地图。每个构面都 按照策略、子策略、关键成功因素和绩效指标这 4 个层次进行分解。将企业的长期战 略目标通过层层分解、逐级细化，形成一整套指导和评价企业经营的制度和标准。 在绩效考核的执行过程中，引入了过程管理的管理方法，使得绩效考核期间内发 生的问题提前暴露出来并得到及时的修正，实现了由传统的阶段性总结并改进提升的 模式升级为持续性的总结和改进提升的管理方式。既能保证企业经营的健康发展，也 能保证企业长期战略目标的顺利实现。 关键词：平衡计分卡；第三方物流；企业战略 II Abstract Modern logistics industry in China started relatively late, although the rapid development has been token in the last decade, the number of third-party logistics companies and network coverage has reached a considerable scale, but at the same time, the high cost, the bottle neck upgrading service level, the lack of business model innovation were all the problems they facing. This paper uses the Balanced Scorecard as a corporate strategic objectives decomposition tool, as well as an enterprise operating status analysis and diagnostic tools. By using the Balanced Scorecard theory and methods of corporate strategic goal to make the time dimension from near to far decomposition, but also from top to bottom organizational dimensions of refinement. Generating a strategy execution map consists of financial perspectives, customers and market perspectives, internal process perspectives and learning growth perspective. Dimensions are in accordance with the policy of each sub-strategies, critical success factors and performance indicators in this four-level decomposition. A suit of guidance and evaluation systems and standards of business have been built via the long-term strategic business
