I IV 涠洲岛可持续发展综合评价研究 摘 要 岛屿对人类社会和经济发展具有重要作用，岛屿既是国防前沿阵地，又是开 发海洋的基地。论文中，以涠洲岛作为研究对象，以可持续发展理论为指导，按 照科学性原则、开发和保护并重的原则、可操作性原则、整体完整性原则以及层 次性等为原则，参考内陆地区的区域可持续发展评价指标的构建，从涠洲岛自然 资源系统、经济发展系统、生态环境系统、社会和智力系统四大方面来确定涠洲 岛可持续发展能力指标，从而客观地对涠洲岛的可持续发展总体能力进行评价。 通过对国内外评价方法的研究，论文选择层次分析法（AHP）法和模糊综合评价 指数法相结合对广西涠洲岛的可持续发展总体能力进行评估，分析涠洲岛可持续 发展的主要影响因子及影响的具体数据内涵进行分析。运用层次分析法法对海岛 资源支持系统，环境系统，经济发展的支持系统，社会和智力体系的四个方面做 了内涵和机理的详细分析，评价得出涠洲岛可持续发展总体能力为良，为构建涠 洲岛可持续发展的综合评价，提出要提高居民的环保意识，加强环保法规的宣传， 合理开采地下水。通过调查与科技监管，控制污水排放，以及加强污水的回收再 利用和建设蓄水工程，提高岛上水资源的使用效率。发展海岛多元化的渔业养殖， 拓宽国内外市场，使海岛渔业养殖业不断向纵深发展，大力发展海岛旅游，推动 海洋经济的快速、健康发展。 关键词：涠洲岛；可持续发展；指标体系 I II Abstract Islands play an important role in society and economic development. They are not only the frontier defense of one country, but also the base of marine development. In this thesis, under the guidance of theory of sustainable development, in accordance withscientific principle, the principle of development and protection, operability principle, integrity principle and the principle of hierarchy, with reference to the evaluation indicator of sustainable development, a research is conducted form four different aspects of Weizhou Island, such as natural resources system, economic development system, ecological environment system and social and intellectual system, to make an overall and objective evaluation of the sustainable development capacity of Weizhou Island. By the research over the evaluation methods both home and abroad, this thesis applies the AHP Method and Fuzzy Comprehensive EvaluationIndex Method on the research of the main factors, the influence of the sustainable development capacity, and the data of Weizhou Island. By use of the method of hierarchy, a detailed analysis is made on four aspects of the island: resources support system, environmental system, economic development support system, and social andintellectual system.
