我国公立高 我国公立高校自主招生程序研究 Research on Independent Recruitment Procedure of Public Higher Education Institutions in China Abstract The independent recruitment of higher education institutions in China was on trial in 2001.It has been for more than ten years until now. Independent recruitment is an important measure for higher education institutions to expand the autonomy of recruiting students and to further the reform of recruitment system, and it is also a new exploration for selecting excellent creative talents. However, in the trials and expansions of recent years, due to the influence of “economy, politics and system”, there existing some procedural problems in the recruitment such as unfairness, imperfect evaluation system and so on. These problems fundamentally originate from problems of recruitment procedure. This paper researched its procedural problems from 2001 to 2011. Firstly, it collected and analyzed the related official documents and regulations of higher education institutions, and then it clarified and induced the research status about the problem of the independent recruitment procedure of public higher education institutions in China. Therefore, this paper provided a good foundation for its further research. Secondly, it analyzed these problems from level of law and practice. In norm of law, there are just few legal regulations on it, and they are lack of systematicness and operability. In practice, cases which doubt the rationality of current recruitment again and again prove that the recruitment procedure of public higher education institutions in China is not normative. Based on the existing research results, this paper broadened the horizon of the research of independent recruitment procedure of public higher education institutions in China and enriched the research scope of its related theories.
