Government has always been the initiator, participant and manager of public projects, as well as the changing propeller of the public project system. In recent years, the changes of management system of China’s governmental investment project, the reform of the administrative system and the status of relevant laws and policies of the PPP model are also hampering PPP’s development in China as it is facing good opportunities. In such cases, the guide is very necessary to develop PPP projects and it plays an important role in guiding the PPP practice, to promote the reform of the administrative system and improve the PPP legal policy. PPP guide shall be normative documents that formulated by the administrative subject or authorize based on the related law, to introduce the PPP project relevant legal policy and guidance on the project implementation.
