During 1910—1911, conpared to the republic democracy, the thoughts of emperor constitutionalism lied in the center of all other kinds of social thoughts. We can taste the character of western country parliament’s for the annual meeting, such as the meeting procedure, discuss rule, councilor section, motion vote, interior framework and so on., nearly equal to the west. But the advisory council didn’t provide with absolute legislative, superintendence, speaking from the theory of law. It was only a type of kindergarten, intergradations omnibus parliament. As it was first appeared in china, it uncovered many shortcoming and deficiency. Even though, it had important effect on disclosing despotism, advancing democracy, accelerating legal system, promulgating constitutional government method, saving the nation from extinction nationality consciousness, expediting the Chinese political and modernization of political system and so on. The meeting tallied with the china’s developmental trend, and reached wide attention. Its infection and signification was greatly transcended the meeting itself.
