III III IV IV Study on Modes of Attracting Non Government Investment for Water Conservancy Construction in Xinjiang Abstract On the basis of theoretical research, this paper made a comparative analysis on the practical experience of investment and fund-raising activities of domestic and foreign project of water conservancy, with a systematic research on the issues about the motivation, approaches, conditions, investment compensation and governmental supervision related to the industrial restructuring of national economy and water conservancy construction project on the basis of non-governmental investment on the condition of conversion from agricultural water to industrial water. It also made a research of the case regarding prepaid water rate by enterprise at Sheyuegou Reservoir, Hami Prefecture, so as to offer advice on the policy and regulations of stimulating and guiding the water conservancy project on the basis of non-governmental investment formulated by the government. It covered the analysis on motivation and compensation, economic analysis on the motivation of non-governmental investment,the prerequisite of water conservancy project on the basis of non-governmental investment, the research on the compensation modes and governmental supervision under the existing systems.It made an analysis on the status quo and issues on the exploitation and utilization of water resources and investment and fund-raising of water conservancy in Xinjiang, summarizing main approaches of current water conservancy project on the basis of non-governmental investment.It made an analysis on the case regarding prepaid water rate of the construction of Sheyuegou Reservoir and Xiagou Reservoir invested by the government on the basis of the research results obtained.It made an analysis on the principal-agent behavior between the government and the franchising enterprise by using Holmstrom model and Milgrom model, proposing the water conservancy type suitable for franchising.It drew on
