新疆生物质能产业发展研究 摘  要 能源是经济社会发展最重要的物质基础，它对经济社会的发展起了重大的推动作 用。生物质能作为重要的可再生能源，逐渐受到国际社会的重视，正在成为发展潜力巨 大的新兴产业。发展生物质能产业不仅可以优化能源结构，缓解化石能源供应的紧张局 面，保障国家能源安全；而且有利于改善和保护生态环境。同时，还能够拓展农业功能， 促进农民增收，对于实现可持续发展具有十分重要的意义。 本文从新疆生物质能产业发展的角度展开研究。首先就现有的文献进行了回顾和分 析,并简要介绍本文的研究思路。然后对国内外生物质能产业的发展现状进行了概述，分 析国外的成功经验，并指出了我国生物质能产业所存在的问题。 其次，采用定量分析方法，分析了新疆生物质能产业的资源状况、资源潜力、投资 与效益、环境影响；采用定性分析方法分析了新疆生物质能产业的优势、劣势、机会、 威胁。 最后，基于实证研究的结果，有针对性地提出了新疆发展生物质能产业的若干建议。 包括制定新疆生物质产业发展规划；加大科研力度；完善政策法规体系；完善市场运行 机制；加强国际合作等。 关键词：新疆；生物质能；能源产业；SWOT 分析 I Study on the development of the biomass energy industry in Xin Jiang Abstract Energy is the most important material basis of the development of social and economic,it has a major impact to the development of the society and economy.Biomass energy is an important kind of renewable energy which has aroused more and more attention in the world,and it is becoming a huge potential new industry. The developing of biomass energy industry can not only ease the tense situation of fossil energy supply,optimize energy structure and protect national energy security;but also improve and protect the ecological environment.Meanwhile,it can expand agricultural functionand increase farmers’income,which has a great significance for the achievement of sustainable development. This paper undertook the study from the perspective of the development of biomass energy industry of xin jiang.It first reviewed the correlative theory about biomass energy,and gave the research method of the paper.Then,it showed a summarization of the current situation of domestic and overseas biomass energy industry,analyzed the successful experiences which provided a powerful reference for the development of our country,and pointed out the existing problems in the development of biomass energy industry of xin jiang.
