基于社会公共资源平台应急联动管控体系构建 　　摘要：基于公共资源的应急管控体系构建，是在应急指挥中心不断完善并取得成功经验的基?A上的一项有益尝试，是电力公司内部应急指挥中心模式的拓展和延伸。这项措施对于整合电力内部各类资源和社会公共资源，强化电力资源社会服务深度，扩大公共资源利用范围，建立健全统一规范的政企协作应急体制，从源头上预防次生灾害的影响范围，具有重要作用。但是，也必须清醒地看到，由于缺乏法律定位和成熟模式的借鉴，许多公共资源发布平台的性质定位不准确，政府资源服务社会的下行出口不明显，行政部门监管职能脱离服务宗旨的现象日益突出，造成了资源利用单一、公共资源价值没有被深度挖掘的体制性弊端。本文就这一问题在对平顶山电网应急联动管控体系建设情况进行广泛调查研究的基础上，进行了深度思考与探索。 　　关键词：公共资源 应急联动 管控体系 监管职能 　　中图分类号：C916 文献标识码：A 　　Construction of Emergency Linkage Control System Based on Social Public Resource Platform 　　Wu Zhenyu， Zhang Zhengjie， Li Yingwen， Li Qingying， Zhang Lei， Hu Mingqin（Pingdingshan power supply company，Pingdingshan 467000，Henan，China） 　　Abstract：Construct emergency control system based on public resources， and is constantly improving the emergency command center and successful experience on the basis of a useful attempt， is electric power company internal expansion and extension of emergency command center mode.
