华 华 中 科 技 大 学 硕 士 学 位 论 文 II万方数据 II 万方数据 Abstract The fifth plenary session of the 16th of the CPC had definitely put foword constructing the two-oriented society,and determine it as a strategic task for national economic and social development and long-term planning.At present,domestic research on two-oriented construction is still in the exploratory stage,the practice on rural infrastructure construction is more scarce,unable to instruct the implementation.Scientific rural infrastructure construction needs a clear index system as the guarantee,and the index system can not follow the city practices,it should fully reflect the characteristics of Chinese rural infrastructures.This dissertation builds the two-oriented rural infrastructure construction index system from the rural production,life and ecology three angles,and indicates the direction for the rual infrastructure construction. Firstly,the paper definites the theme,related concepts,contents and innovation,selects the appropriate methods and technology route,summarizes relevant researches at home and abroad from theory and practice two aspects. Secondly,,this paper combines,evaluates and analysis the related index systems.Thirdly,based on the existing researches,the paper uses tow round Delphy expert consultation method to screen the initial index system,confirms the assignment of index weight by AHP analysis,and explanates the index system finally determined from index definition and calculation method two aspects,and evaluates the indexes on the basis of various provinces and cities over the relevant datas.Finally,summarizing the problems related to “two-oriented”rural infrastructure construction index system,and making some prospects for the rural infrastructure construction in the future.
