浅析医院财务制度修订对医院财务管理影响 　　摘要：执行十几年的《医院财政制度》，国家财政部于2001年进行修订，并在2011年正式实行。几年来，该制度的修订给医院财务管理带来多方面的积极影响。归纳起来，集中在预算管理制度、财务核算管理制度、财务的分析体系和内部监控等三个方面。具体来说，在预算管理制度上，不断医院的预算编制和审核机制、执行力量和监管考评机制；在财务核算管理制度上，不断规范医院收入支出的分类、转变为责权发生制、成本管理机制、财务报表管理。 　　关键词：医院财务制度 医院财务管理 预算制度 影响 　　中图分类号：R 197.3 文献标识码：A 　　Analysis “the Influence of the Revision of Hospital Financial System” On Hospital Financial Management 　　Yuan peng， Zhang yuxia（Henan Province， Luoyang Orthopedic Hospital （Henan Province Orthopedic Hospital）， Luoyang， Henan 471000） 　　Abstract：the fi nancial system of the hospital， which has been implemented for more than ten years， was revised by the Ministry of Finance in 2001 and formally implemented in 2011. Over the past few years， the revision of this system has brought about many positive effects on hospital financial management. Sum up， focus on three aspects： budget management system， financial accounting management system， financial analysis system and internal monitoring. Specifically， in the budget management system， continuous hospital budgeting and auditing mechanism， executive power and supervision and evaluation mechanisms； in the financial accounting management system， standardize the classification， hospital income and expenditure into accrual， cost management mechanism， financial statements management. 　　Key words：hospital fi nancial system， hospital fi nancial management， Budget system， infl uence 　　原有《医院财务制度》是从1999年开始实施。十来年，医疗改革不断推进，与其配合的医疗财务制度也要随之更新。2001年，国家财政部修订《医院财政制度》，并于2011年正式实行[1]。几年来，该制度的修订给医院财务管理带来多方面的积极影响。 　　1 促使医院施行预算管理制度 　　《医院财务制度》的修订，促使医院在预算管理制度的完善，比如，不断完善医院的预算编制和审核机制、执行力量和监管考评机制[2]。 　　1.1 不断完善医院的预算编制和审核机制 　　《医院财务制度》的修订，促使医院实行预算管理机制，而且编制预算方案不能走形式，不能简单上报便完事，在审核年度预算的基础上，全面综合地定性、定量地编制医院的财政预算方案[3]。与此同时，预算方案要具体化，精确到某个项目单位、临床科室，尽量确保预算方案的精细化和完整化。编制预算的方法要合理，比如，医疗耗材、药品收支、医疗收入等项目采取滚动预算方法，日常办公经费则采取定额预算方法，这样就能确保预算编制的科学性和灵活性。 　　1.2不断加强医院对预算制度的执行度 　　预算制度的编制和审核是第一步，关键还是其执行度，落实到每一个负责的个人或者单位，而且全程监督预算的执行情况[4]。比如，假如预算额度出现偏差，需要尽快查找问题所在，及时更改策略，确保预算能够顺利执行。同时，我们要充分
