As the main body of the construction of public cultural services in the construction of public cultural services, government is responsible for providing timely public cultural products to meet the cultural needs of the citizens. However, there is no government which can make a score off his own bat. So city managers and policy makers should not only improve their own management and service functions, but also encourage and guide other social organizations to participate in the construction of public cultural services. By the view of collaborative management, r esearching trends and patterns in the public cultural service in the city’s development process will bring positive meaning to the development of public cultural services and social progress in Shanghai and other cities. This paper is divided into six chapters. The first chapter expounds the topics of the research background, significance, research status and thesis framework and research methods. The second chapter discusses the theoretical knowledge of collaborative public management and public cultural services, defining the relevant concepts, combing the relevant research. According to the theoretical knowledge of above chapter, the third V V chapter, making Shanghai as an example, analyzes the collaborative process of the status of the citys public cultural services. The fourth chapter raises the problems of collaborative public cultural services in Shanghai. The fifth chapter analyzes the citys public services collaborative effect, according to the experience of advanced countries, puts forward policy recommendations.
