Department of Public Administration ，Hunan Public Security College ，Changsha 410138 ，China) Abstract: Corresponding to theocratic era，imperial power era and human right era of human being ，the method for identifying lies as far as human being is concerned has gone through three distinct phases- identifying the lies by divinity ， identifying the lies by torture，identifying the lies by instrument. Identifying the lies by the people run through three stages，and plays a decisive role at the blank period between identifying the lies by criminal law and identifying the lies by instrument. Observing the changes of words and behaviors as well as physiology a person are supposed to have under intensely external stimulation is the constantly main idea for human beings to identify the lies from time immemorial.
