康复医院基于CARF国际认证构建医疗安全管理体系研究 　　摘要：本文以广东工伤康复医院为研究对象，系统地回顾在CARF国际认证筹备过程中构建医疗安全管理体系的实践经验。结合CARF标准内容，总结出康复医院医疗安全管理体系建设的组织建设维度、规章制度维度、服务规范维度、应急管理维度。通过对医疗安全管理体系四个维度的持续改进，医院主要医疗安全监测指标持续改善，医疗安全管理和医疗服务水平显著提高。同时，医院医疗安全管理体系建设的实践通过了CARF国际3个项目三年期的认证，证明了其医疗安全管理体系的成功。本文为康复医院医疗安全管理提供了一个实例，也可为拟申请CARF国际认证的康复医疗机构提供参考。 　　关键词：康复医院；CARF国际认证；医疗安全管理 　　中图分类号：R197.3 文献标识码：A 文章编号：1006-1959（2017）25-0001-03 　　Abstract：In this paper，we take Guangdong industrial injury rehabilitation hospital as the research object and systematically review the practical experience of establishing the medical safety management system during the preparation of CARF international certification.Combined with the content of CARF standard，this paper summarizes the organizational construction dimension，regulatory dimension，service standard dimension and emergency management dimension of the medical safety management system in rehabilitation hospital.Through the continuous improvement of the four dimensions of the medical safety management system，the main indicators of medical safety monitoring in the hospital continued to improve，and the medical safety management and medical service levels were significantly improved.At the same time，the practice of hospital medical safety management system has passed the certification of three years of three CARF projects and proved the success of its medical safety management system.This article provides an example for the medical safety management of rehabilitation hospitals and also provides a reference for the rehabilitation medical institutions to apply for CARF international certification. 　　Key words：Rehabilitation hospital；CARF international certification；Medical safety management 　　医疗安全是指医务人员对患者实施医疗行为和患者接受医疗行为期间，医患双方不受到任何伤害，包括意外伤害[1]。医疗安全管理是指医院在医务人员对患者实施医疗行为过程中采取避免发生伤害事件的全部管理活动。医疗安全是保障医疗工作正常开展的前提和实现优质服务的关键，是医院健康发展的基础[2]，是政府、社会、医院、患者等各方重点关注的课题。为提升康复服务质量和服务能力，加强医疗安全管理和风险控制，广东省工伤康复医院从2014年1月正式开始引入CARF标准体系，开展CARF??际认证筹备工作。 　　1 背景简介 　　CARF（Commission on Accreditation of Reh
