I I 摘 要 摘 要 自 20 世纪 90 年代以来，世界经济出现了两大趋势：世界经济全球化和区域经济一 体化。但自 20 世纪末期以来，WTO 全球化多边贸易谈判进展缓慢，步履维艰。1999 年西雅图会议失败，2003 年坎昆会谈破裂，2006 年六国部长级会议无果而终。随着 WTO 多哈回合的谈判陷入僵局，多边贸易的发展势头受到严重阻碍。参与国际经济一体化组 织已经成为中国适应经济全球化的现实选择。近年来，FTA 尤其是双边 FTA 以其积极主 动、灵活简易和广泛高效等优势日益成为当前经济合作的主要方式。但总体来看，发达 国家相互之间及发达国家和发展中国家之间的经济一体化合作是比较成功的，而发展中 国家间的经济一体化相对比较落后，对发展中国家之间 FTA 建设的相关问题的研究还不 系统和充分。 本文从中国与发展中国家建立 FTA 这一视角出发，梳理了中国与发展中国家建立 FTA 的理论依据，分析了中国与发展中国家建立 FTA 的实践现状，进一步分析了中国 与发展中国家建立 FTA 的效应，得出了中国与发展中国家建立 FTA 具有较强的贸易结 合度和经济互补性，非传统收益尤为突出。深入分析了中国与发展中国家建立 FTA 面 临的问题并提出了对策建议。总之，中国同发展中国家发展经贸关系，既有有利的政治 条件，又有有利的经济条件，长远来看，发展潜力很大，前景广阔。 关键词 自由贸易区 发展中国家 传统收益 非传统收益 II II Abstract Abstract Since the 1990s, the world economy has two major trends: the world of economic globalization and regional economic integration.
