IV IV 中国科学院创新文化体系分析与优化研究 摘 要 近年来，为了提高自主创新能力，中国科学院通过知识创新工程和创新文 化建设，科研机制不断完善，科研支撑条件大幅度提升，成为推动我国科技事 业发展、建设先进文化的一个重要标志，在全国科技界产生了深远影响。随着 中科院创新文化建设被列入国家中长期科技发展规划纲要，科学院创新文化建 设不断深入。在这一背景下，如何对中国科学院创新文化与文化竞争力的关系 展开研究，进一步探索实现增强科研院所科技创新能力的有效文化管理模式， 培育和优化科学院创新文化体系，发挥创新文化的引领作用是科学院目前迫切 需要关注和解决的课题。 本文基于组织文化的相关理论，介绍了中国科学院创新文化建设的背景； 分析了中国科学院创新文化建设的发展历程；在此基础上，从四个角度建立了 中国科学院创新能力及文化竞争力评价模型，得出了提升文化竞争力的要点， 并以中国科学院南京分院为例，采用调查问卷的方式，对其系统内的五家科研 机构进行创新文化现状评价分析，进而找出现行文化与之不相适应的地方，总 结出中国科学院文化优势和劣势，确定了文化建设完善的重点，提出了提升中 国科学院创新文化力的对策建议。 研究结果表明，中国科学院的创新文化与其科技竞争力显著相关，中国科 学院的创新文化行为落后于理念，特别在管理结构、机制体制、管理团队等方 面较为薄弱；积极先进的创新文化将有助于推动中国科学院的发展，促进其科 技竞争力的培育与提升，而某些文化方面的积弊，明显的影响其创新发展。 文中提出的文化竞争力 MRSP 结构模型及提升文化力的建议可望对进一步 增强中国科学院文化竞争力和科技创新能力提供参考。 关键词：中国科学院；创新文化；评价分析；对策研究 PAGE PAGE VI Research on the Analysis and Optimization of the Innovation Culture System of Chinese Academy of Sciences ABSTRACT In the recent years, to improve the self-reliant innovation ability, Chinese Academy of Sciences (CAS) became a sign to promote Chinas scientific and technological development and to build an advanced culture, by building the knowledge innovation project and the innovation culture, perfecting continually the institutional mechanism, and promoting drastically the research supporting system. As included in the national program for medium- to long-term scientific and technological development, the building of innovation culture of the CAS was carried in a deep-going way. Under this background, how to carry out a research of the relation between the innovation culture of the CAS and its scientific and technological competitiveness, how to further explore the effective cultural management to enhance the scientific and technological innovation ability of scientific research academies and institutes, how to grow and optimize the innovation culture system of the CAS, and how to give full the leading effect of the innovation culture system of the CAS, they are the CAS’s major issues which must be given more attention to and need
