I I 摘 要 随着与外界沟通交流的日益频繁，区域经济作为独立的主体直接参与到全球 的竞争中去，区域技术创新能力逐渐成为某个地区经济参与者获得竞争优势的重 要标志。我国作为一个发展中的大国，与西方发达国家相比，在技术创新能力方 面还很有所欠缺。我国目前正在努力建设创新型国家，而这一目标的实现也需要 各个地区技术创新能力给予支撑。随着全球经济向绿色化、科技化、扁平化的目 标发展，服务外包作为一种重要的产业转移模式，逐渐成为全球经济发展和各国 经济转型、技术进步的重要推动力量。我国服务外包如今正处于快速发展，承接 规模不断扩大的阶段，在这一现实背景下，研究服务外包对区域技术创新能力的 影响具有一定的实际意义。 本文系统研究了承接服务外包影响区域技术创新能力的机制和路径，并利用 我国 20 个地区的面板数据做了实证检验。基本的观点有：（1）服务外包承接方 在与发包方互动过程中所吸收到的显性知识与隐性知识构成其获得技术外溢效 应的来源，并且在隐性知识向隐性知识转化的过程中及隐性知识向显性知识转化 过程中得到技术外溢效应，且这一技术外溢效应的存在受到滞后发生机制和正反 馈机制的影响；（2）服务外包从竞争示范效应、人力资本效应、产业集聚效应和 产业关联效应四个途径影响我国区域技术创新能力；（3）承接服务外包有助于我 国区域技术创新能力的提升，其中人力资本效应和竞争示范效应的作用更为明 显。 关键词：服务外包；技术外溢；区域技术创新能力 II II ABSTRACT When we have lots of chances to communicate with other countries, our regional economy directly takes part in the global competition as an independent subject. Then, regional technology innovation capacity has gradually become an important symbol which could regard that some regional economic participants obtain competitive advantages. Our country is a big developing country, it has a considerable gap in the technology innovation ability when compared with western developed countries. At present, our country is under the background of how to construct an innovative country. And this mission needs every regional technology innovation to support in the way of accomplishment. With the world developing for green, technology and flattening, service outsourcing which is an important industrial transfer mode grows rapidly and gradually becomes a vital driving force for global economic development, economic transformation and technological advancing. As our service outsourcing is in the processing of growing rapidly and taking the bigger-and-bigger scale, it is necessary to discover the relationship between undertaking service outsourcing and our regional technology innovation capacity.
