略论施工组织设计扩展与细化 　　【摘 要】编制施工组织设计是我国建筑施工企业一项重要的技术管理制度,它使施工项目实施和管理具有合理性和科学性。在市场经济条件下,施工企业只有和必须通过投标竞争承揽工程。为此,编制的投标书中重要的两大组成内容,商务报价和施工组织设计,将成为业主评标和选择施工企业的主要依据。因此,施工企业在投标阶段编制的施工组织设计(简称“标前设计”),不仅要适应投标工作的需要,满足编制投标书,达到中标的目的。 　　【关键词】 施工组织;管理;设计?? 　　 　　Slightly theory construction organization design of expand with thin turn 　　Yuan Yong-hong,Liu Xu-he 　　(Gaoyous city water conservancy building install engineering head office Gaoyou Jiangsu 225600) 　　【Abstract】Draw up construction organization design is our country building construction the business enterprise be an importance of technocracy system, it make construction item implement and management have rationality and science.Under the market economy condition, the construction business enterprise only have with have to pass to bid competition to undertake engineering.For this, the bid document draw up in importance of two big constitute a contents, business offer and construction organization design, will become owner to review mark and choice construction business enterprise of main basis.Therefore, the construction business enterprise is bid the stage draw up of construction organization design(brief name“mark before design”), not only want orientation to bid work of demand, satisfy draw up a bid document, attain medium object purpose. 　　【Key words】Construction organization;Management;Design?? 　　 　　编制施工组织设计是我国建筑施工企业一项重要的技术管理制度,它使施工项目实施和管理具有合理性和科学性。在市场经济条件下,施工企业只有和必须通过投标竞争承揽工程。为此,编制的投标书中重要的两大组成内容,商务报价和施工组织设计,将成为业主评标和选择施工企业的主要依据。因此,施工企业在投标阶段编制的施工组织设计(简称“标前设计”),不仅要适应投标工作的需要,满足编制投标书,达到中标的目的。中标后,结合工程实际情况,还应对施工组织设计(简称“标后设计”)进行扩展和细化,使其成为工程施工管理的作业指导书,服务于施工项目管理的全过程,以发挥其应有的作用和效果。 　　 　　1. “标前设计”的背景 　　 　　施工企业(投标方)符合业主(发包方)的资格预审条件,并通过业主的资格预审后,据以购买标书,编制投标文件。这个阶段为编制投标书而编制的施工组织设计,因有以下客观因素的制约:(1)在规定的期限内,编制时间短;(2)招标文件所提供的依据不足,招标图纸和资料往往不全、不细;(3)现场踏勘只是“粗”看,对整个现场条件了解不深、不透;(4)为了满足招标要求,体现出“竞争性”,某种承诺超越自身能力;(5)对工程主体、关键部位、重点工序、总工期、施工方案、进度计划、技术措施和设备投入都是控制性的。缺少对招标条件、设计要求、各专业之间的衔接配合,分部分项工程计划安排、施工月日强度、现场布置、环境、生态保护等进行集中、全面的反复研究、讨论和修改。这一阶段所编
